Christy Municipal Building, 320 East McCarty Street, Jefferson City, Missouri. The meeting was called to order by Ed Meyers, Chair. APPROVAL OF MINUTES Motion to approve the minutes from the November 13, 2012 meeting were made by Mr. Carlos Graham and seconded by Mr. Bill Case. Motion passed with a unanimous vote. Motion to approve the minutes from the January 8, 2013 meeting were made by Mr. Bill Case and seconded by Mr. Carlos Graham. Motion passed with a unanimous vote. COUNCIL ISSUES Councilman Ralph Bray reported on annexation issues, the adjustment of City election dates to meet State laws, the vote on downtown residential parking program is expected to be the next Monday, and bid proposals for the Conference Center (3 have been received and are under review). Money from the City lodging tax (3% of the 7%) will be an estimated 9 million dollars over 20 — 25 years. The 2 sites under consideration are MSP and McCarty & Broadway. CITY ISSUES Ron Davenport reported that a Landmark application has been received for 115 Atchison by Laura Ward, owner. A press release to solicit applications should happen any time now. An Minutes of the City of Jefferson Historic Preservation Commission February 12, 2013 P9.2 invitation was presented to the Preservation Honor Awards. The ceremony will be February 27, 2013 at 11:00 a.m. Cathy Bordner will attend and Bill Case may attend. DEMOLITION APPLICATIONS 210 W Elm Street — Dan Davis reported that this building has asbestos on the exterior, the building cannot be repaired. A motion to recommend approval of demolition was made by Mr. Carlos Graham and seconded by Mr. Bill Case. Motion passed unanimously. Discussion was held, led by Dan Davis, regarding the Abandoned Building Registration Program. This is to establish a baseline of buildings in need of attention. Fifty letters have been mailed. There will be a monthly fee for registered abandoned buildings. Abatement will occur by restoration, moth -balling for future use, or demolition. Procedures are available on the City's website in Chapter 8. OLD BUSINESS a. Approval of the Fagade Improvement Program Guidelines. Guidelines were presented and discussed. Mr. Bill Case made a motion to approve the guidelines as presented and Mr. Carlos Graham seconded. Motion passed unanimously. b. Requiring Interior Photos with Demolition Applications on Buildings over 50 Years Old. After discussion this was tabled to the next meeting. (New language for this is not available at this time.) c. Update on the Lafayette Interchange Advisory Committee. There has been no meeting yet this year. Discussion was held regarding opportunity to join Historic City of Jefferson. More information is available at www.historiccityofiefferson.org. NEW BUSINESS There was none. DATES TO REMEMBER a. Next meeting has been scheduled for March 12, 2013. b. The 2013 Missouri Certified Local Government Forum is scheduled for April 19, 2013. ADJOURNMENT With no further business Mr. Bill Case moved to adjourn and Mr. Carlos Graham seconded the motion.
