Christy Municipal Building, 320 East McCarty Street, Jefferson City, Missouri. The meeting was called to order by Ed Meyers, Chair. APPROVAL OF MINUTES A motion was made by Bill Case and seconded by Art Hernandez to approve the minutes of the May 14, 2013 meeting. Motion passed by acclamation. A motion was made and seconded to approve the minutes of the Special Session June 21, 2013 meeting for the purpose of touring the existing conditions of the MSP. Motion passed by acclamation. Artie Langston prepared a PowerPoint presentation of the photos he took during the MSP tour. Mark Schreiber provided detailed description of each of the photos as1heir location and existing conditions. Discussion took place regarding the endangered conditions of the Missouri State Penitentiary. The Commission discussed having a special meeting to review RSMo 217.900 — 217.910 which gave the MSP Redevelopment Commission the MSP property from OA. The HPC would like to issue a statement: We as the City of Jefferson Historic Preservation Commission will do everything possible to inform the Public about the endangered conditions of the Historic Quadrant of MSP. Minutes of the City of Jefferson Historic Preservation Commission July 9, 2013 R9.2 DISCUSSION AND APPROVAL OF MOREAU DRIVE HISTORIC DISTRICT NOMINATIONS Consultant Lynn Josse presented a PowerPoint on the Moreau Drive Historic District Nomination. The same PowerPoint will be presented to the Missouri Advisory Council on August 9, 2013. Ed Meyers, Chairman, completed the Missouri CLG National Register of Historic Places Nomination Review Report Form for the Moreau Drive Historic District Nomination. The Commission determined that the Nomination provided evidence that district meets Criterion A "Property is associated with events that have made a significant contribution to our history" and Criterion C "Property embodies the distinctive characteristics of a type, period or method of construction, or represents a work of a master, or possesses high artistic values, or represents a significant and distinguishable entity whose components may lack individual distinction (a district)" and the Integrity of the property retains authentic historic character from its period of significance. The Commission recommended that the Moreau Drive area is significant, retains integrity and is eligible for listing in the National Register of Historic Places. COUNCIL ISSUES Councilman Henry reported that City budget discussions will begin next week. SECTION 106 REVIEWS Ed Meyers, Chairman, reviewed the Sec. 106 Reviews and signed off on them. Fourteen properties had been submitted for his review. DEMOLITION APPLICATIONS There were no applications submitted at this time. The Demolition Ordinance will be reviewed at the next meeting requiring interior photos. OLD BUSINESS a. 390 W. Elm Street Status. Historic City of Jefferson is trying to find a location and funds for moving the log house. The City will check with Steve Veile to determine if they have the ability to take donations for the project. NEW BUSINESS a. Historic Preservation Summit. The Historic Preservation Summit is set for July 20, 2013. Bill Case and Mary Schantz will be attending along with City staff Janice McMillan and Jayme Abbott. b. Paperless Packets. It is proposed that Commission agenda and associated documents be sent out via email. Packets and demolition photographs will be available at Commission Meetings. After discussion Artie Langston moved and Mark Schreiber seconded that the Commission try paperless packets for 3 meetings. Motion passed. OTHER BUSINESS a. CLG Evaluation Report. Chairman Ed Meyers and Jayme Abbott reported on the evaluation and passed out copies of the draft report. The HPC, is apparently in compliance with the only recommendation to continue attending trainings and educational events. The Missouri Advisory Council on Historic Preservation will be August 9, 2013, 9:00 a.m. at the Louis & Clark State Office Bldg, 1101 Riverside Dr, Jefferson City, Missouri, LaCharette Conference Room. c. The 2013 Missouri Statewide Preservation Conference will be in Boonville, September 18 — 20, 2013. d. The National Alliance Preservation Commission (NAPC) will be July 16, 2014 to July 20, 2014.
