Christy Municipal Building, 320 East McCarty Street, Jefferson City, Missouri. The meeting was called to order by Bill Case, Vice -Chair at 6:33 p.m.. Approval of Minutes: A motion was made by Art Hernandez and seconded by Jane Moore to approve the minutes of the July 9, 2013 meeting. Motion passed. Election of Secretary A motion was made by Bill Case and seconded by Jane Moore to elect Mary Schantz as secretary. Motion carried. Council Issues No Report Demolition Applications There were no applications submitted. Old Business: a. Review draft ordinance changes #1 requiring indoor photographs on demolition apps and #2 Allowing 2 full meetings or 90 days to review demolition applications. After discussion Doug Record recommended wording changes to Sec. 8-32 paragraph B(1) to state any structure that is fifty (50) years old or more. In addition Mr. Record Minutes of the City of Jefferson Historic Preservation Commission August 13, 2013 suggested changes to paragraph B(2) to have the owner provide an explanation of why the structure cannot be rehabilitated. Bill Case moved and Jane Moore seconded to accept the revisions to the ordinance as amended. b. Update on "where we are" in preparation for special meeting about MSP. The purpose of the meeting is to discuss the condition of the MSP structure and to formulate ideas for a published report drawing attention to the deplorable conditions of the buildings and lack of care, with no apparent plan to preserve, on the part of the State. It appears that the buildings are on the road to demolition. Art Hernandez suggested that the meeting be focused solely on MSP. There will be no other agenda items. We need to figure out what we can do. Mr. Hernandez has looked at the statute. Mark Schreiber's impression about what the situation is and the statute language may not be the same. Jayme Abbott will ask Diane Cary to email a copy of the statute to members of the Commission (217.0900 — 217.0910). There is a question about where any monies (donations) to MSP would go; to General Revenue? To restore or improve MSP? Jayme Abbott will try to arrange the meeting, based partly on Mark Schreiber's schedule. Meeting dates suggested included August 27th, 26th or September 3`d. (in that order). She will send out information once the date is set or an email with alternative dates for members to choose from. New Business a. Reports on July 20, 2013 Historic Summit Mary Schantz and Bill Case gave an overview of the summit. The group of participants included a wide range of organizations interested in historic significance preservation. Each organization gave a brief report on their organization's purpose and recent activities. The second portion of the program, led by Lois Hildenbrand, focused on strategic visioning using the concepts of policy and visibility. MSP was not a major topic. The groups all wanted to continue to meet. A further meeting is to be scheduled in late October or November. Other Business a. National Alliance of Preservation Commissions (NAPC) Board of Directors 2013 Cal! for Nominations/Application for 2014 — 2016 Board Service Jayme Abbott will send out information to those interested in possibly submitting their name for consideration. She indicated that there is a small stipend available from the Alliance to help cover the cost of travel to meetings. b. Jayme attended the MO Main Street Connection Conference in KC. The facilitator spoke highly of the statewide Preservation Commission meeting coming up this September in Boonville. Jayme will email information about the conference. c. Jane Moore asked if the presentation about the Moreau District received press. There was an article in the News Tribune, KRCG was at the event. The event was short but well attended and received. d. Jane Moore attended a Fagade Meeting. Three properties were submitted for approval, 212 Madison, '205 E. High and 200 E. High. 212 Madison and 205 E. High were accepted as presented and 200 E High was approved with modification. 2 Minutes of the City of Jefferson Historic Preservation Commission August 13, 2013 Dates to Remember: a. Next regular meeting is Tuesday, September 10, 2013 at the same time and place. b. The 2013 Missouri Statewide Preservation Conference will be in Boonville, September 18-20. c. The National Alliance of Preservation Commission Forum will be in Philadelphia, PA, July 16-20, 2014.
