Christy Municipal Building, 320 East McCarty Street, Jefferson City, Missouri. The meeting was called to order by Ed Meyers, Chair at 6:33 p.m. Mr. Meyers began by stating that MSP is a sensitive issue for many people. The goal is to save the buildings and to work towards solutions. The Historic Preservation Commission can only make recommendations to the City of Jefferson. Review of MSP related statutes 217.900 — 217.910 Art Hernandez briefly reviewed these statues and read 33.080 relating to distribution, transfer and appropriation of funds. The Commission agreed to keep our focus on the goal of preservation of MSP, and specifically the historic quad, gas chamber and the walls on Lafayette and Capitol Avenues. Existing conditions of Housing Unit 1, Housing Unit 3 and Housing Unit 4 Mark Schreiber gave a brief explanation of the conditions of the buildings. The deterioration of the buildings is not new. It has been going on for many years. These three buildings are considered the "Historic Quad" and are the ones most important to save. The primary concern is the water damage caused by the roof membrane deterioration. Current status of MSP Redevelopment Commission This Commission still exists by statute however there are several vacancies and the Commission has not met since October of 2012. Ed Meyers asked Mark Schreiber to contact the Commission to determine what they are doing or plan to do next. Mr. Schreiber suggested that at some point the Historic Preservation Commission would need to call a meeting of the MSP stakeholders. Engaging MSP Partners Ed Meyers asked that the Commission members suggest names of organizations and government entities that would be considered partners. The following were suggested: Historic City of Jefferson MSP Redevelopment Commission OAtfacility management County Commission East Side Business Association Minutes of the Special Called Meeting for the City of Jefferson Historic Preservation Commission August 26, 2013 Elected local member of the MO General Assembly Chamber of Commerce CVB Federal Courts MO Alliance for Historic Preservation MO Universities departments of: history, architecture, engineering, political science, criminal justice State Historic Preservation Commission Discussion by the Commission ensued related to the timing of a stakeholders meeting. Concern was expressed that before a larger stakeholders meeting was called the Commission needed to decide what our goal or action plans are and have those for the stakeholders group to respond to. Mark expressed concern that the issue of MSP and what to do with it has been hashed out for years and years and that we needed to get the owner of the property involved at the beginning of our deliberation. After discussion Ed Meyers moved that without objection he will invite OA/facility management to attend the October 8th meeting to provide the Commission with answers to specific question (to be developed by the Commission) and to ascertain from OA how the Commission can help them in a spirit of partnership. Commissioners discussed various scenarios that could be pursued or organized that would result in the immediate goal to stop further deterioration of the buildings and the longer range goal of preservation. As a result of discussion Cathy Bordner indicated she would look into the organization that was formed to preserve and maintain the Governor's Mansion. Perhaps this model could be used for the preservation of MSP. Ms. Bordner will report her findings to the Commission. Ms. Bordner also indicated she felt it was important for the MSP Redevelopment Commission to include us in meeting notices. Mark Schreiber commented that we need to get others involved to help them understand MSP role in the history of Jefferson City. Publicly expressing a sense of urgency will help in our efforts. Ed Meyers will contact OA/facility management soon to see if a representative or representatives will attend the October 8th meeting. The list of questions that were discussed during the meeting will be sent to Mr. Meyers for initial review and editing and then to the full Commissioners for their input. At the September meeting final discussion and editing of the questions for OA will be conducted. With no further business, the meeting adjourned at 7:55 p.m. After the meeting adjourned, Jeremy Cover announced that City Councilman Scrivner asked hi -to let the Commission know that MODOT is considering moving the Spanish American War memorial MO Blvd. More information will be presented to the Commission at the September meeting.
