Christy Municipal Building, 320 East McCarty Street, Jefferson City, Missouri. The meeting was called to order by Ed Meyer, Chair, at 6:34 PM. a. Approval of Minutes from Regular meeting August 13: No changes or corrections, minutes approved as submitted. b. Approval of Minutes from Special Meeting August 26, 2013: No changes or corrections, minutes approved as submitted. Chairman Ed Meyers introduced the newest HPC member, Brent Hemphill. Mr. Hemphill briefly discussed his background and his excitement to be a part of HPC. Council Issues: Councilman Henry was unable to attend the meeting. He sent his report in the form of an email. Chairman Ed Meyers read the email and asked that the content be included in the minutes. Greetings all, unfortunately 1 will miss tonite's meeting due to another city engagement, but 1 did want to fill you all in on city council issues. Minutes of the City of Jefferson Historic Preservation Commission September 10, 2013 1. As most of you know we did pass the budget for this upcoming fiscal year. Pretty tight budget as you would suspect, but we will work through it. 2. Our last council meeting, I did discuss the commission's current plans on attempting to reach out to the state on the conditions of the prison site, so everyone was aware. Whatever we need to do and continue to brainstorm on ideas we need to make the point known how important the preservation is of those buildings are. Any other questions you may have for me, please contact me anytime. Thanks, Councilman Henry Section 106 Reviews: None Demolition Applications: None Old Business: a. Review drafts for the MSP questions for OA Ed Meyers distributed a draft of a letter to be sent to Douglas Nelson, Commissioner of the Office of Administration requesting the Department to attend the October 8 1 meeting of the Historic Preservation Commission (HPC) to discuss the status of the historic structures at the Missouri State Penitentiary. Included with the letter was a list of 8 questions that the HPC would like for the Department to address. Commissioners discussed the letter, questions and other concerns related to MSP. Many ideas for ways to raise awareness, funds and urgency were discussed. Commissioners agreed that the meeting in October should be focused on funding opportunities with the state and the questions presented for discussion. Commissioners agreed that question number four (4) should be the first question. Jayme will make that change. b. Update requiring indoor photographs on demolition applications Jayme provided an update on the status of the draft ordinance requiring indoor photographs on demolition applications that was approved at the last meeting of the HPC. It will be on the Public Works Committee agenda for their meeting on September 19, 2013. If the draft ordinance is not addressed at that meeting it will be on the next meeting agenda of the Public Works Committee. Once the draft has passed that committee, it will go to Council for first reading on October 7, 2013. New Business: a. Spanish American War Memorial After discussion by the Commissioners, Chairman Ed Meyers tabled this agenda item until next meeting. Ed asked Doug Record to make inquiry about the memorial, the funding, the reason for moving it and any other information he can ascertain. The Memorial will be on the agenda in October and Doug will report his findings if time allows. Otherwise it will appear on the November agenda. Other Business: a. Historic Preservation Fund Grant Application Jayme reported that SHPO is accepting Historic Preservation Fund (HPF) grant applications. The City would like to apply for scholarships to support training for preservation commissioners and preservation commission staff. The scholarships will defray a substantial 2 Minutes of the City of Jefferson Historic Preservation Commission September 10, 2013 amount of registration fees, transportation and lodging expenses for commission representative to attend the 2014 National Preservation Commissions Forum to be held in Philadelphia, Pennsylvania, July 16 through 20, 2014. After attending the forum a detailed presentation to the HPC will be completed. Artie Langston moved that the Commission authorize Jayme to proceed with the application for the funding. Motion seconded by Jane Moore. Motion passed. The Chair exercised his right to vote and voted in the affirmative. b. Lafayette Interchange Advisory Group Update Mark Schreiber and Jayme Abbott attended the briefing by MODOT on Lafayette St. Interchange Advisory Group Update. The project is scheduled to begin in 2015 and will be completed in phases with an expected final completion date the end of 2016. Visitor Cathy Bordner mentioned that there are potentially several structures that are historic in nature that could be destroyed as a result of this construction project. Jayme Abbott added that MODOT has already completed their Environmental Impact Statement which would have addressed the Historic Structures. A public meeting will be held on September 261" at Immaculate Conception Church from 4:00 — 7:00 p.m. Those interested are encouraged to attend. c. Missouri Preservation Conference Scholarship Jayme reported that an opportunity for the Certified Local Governments (CLG) presented itself to apply for $100 scholarships in order to attend the Missouri Preservation Conference in Boonville, MO September 18-20. The City was awarded one of five $100 scholarships. The scholarship is being applied for City Staff Liaison to attend and participate in the "Historic Storefront Designs" portion of the conference. Jayme will report to the Commission at the next meeting. Dates to Remember: a. Missouri Preservation Conference, Boonville, September 18-20,2013 September 11, 2013 is the last day to register without late fees. Jayme will be there on Friday as noted in Other Business. b. Next Meeting October 8, 2014 This regular meeting will be held at 6:30 in the Boone/Bancroft Conference Room located on the main floor of the Municipal Building at 320 E. McCarty Street.
