Call to Order
The meeting was called to order by Chairman Me yers at 6:33 pm.
a. Approval of Minutes: Chairman Meyers asked for changes or corrections to the minutes.
Seeing none he declared the minutes approved as submitted.
HPC Business
a. Discussion of cancellation of December 2013 Regular meeting and election of officers at
November Regular meeting: Chairman Meyers explained that normally officers were
elected at the December Regular meeting for terms beginning January 1 st. He is
requesting the December meeting to be cancelled and asking the Commission to
conduct election of officers at the November meeting. Mark Schreiber made such a
motion. Jane Moore seconded the motion. Motion passed unanimously.
Council Reports
Jayme Abbott reported that Councilman Henry was unable to attend due to a previous
commitment. He asked her to share with the Commission the Resolution 2013-31 passed by
the City Council confirming their support for the preservation and redevelopment of the historic

state penitentiary site in Jefferson City. In addition , Councilman Henry reported that the City
Council will have a final decision on the convention center by mid-November.
Demolition Applications
a. 3221 N Ten Mile Drive: Dan Davis, Senior Housing Inspector for the City of Jefferson ,
presented the application which included a written report and pictures of the exterior and
interior of the structure. The home was the homestead of the Dix family and was built
circa 1920. The Commissioners reviewed the “Standards for Review” document, a
requirement of the demolition ordinance. Discussion pursued about the ability of the
structure to be rehabilitated or at a minimum deconstructed. There did not seem to be
any indication of the owner’s intent for the property once the structure was demolished.
Cathy Bordner volunteered to contact Gary Kremer to see if he has any information
about the house or the Dix family. Mark Schreiber moved that the Historic Preservation
Commission not approve the application . Motion was seconded by Jane Moore. Motion
passed unanimously. Jayme Abbott and Dan Davis pointed out to the Commission that
this is not a binding decision on the owners. Since it is private property the owner can
demolish the building even with the Commission ’s denial of the application. Staff will
write a letter to the owners informing them of the Commission’s decision about their
application and suggesting they consider adaptive re -use of the building or
deconstruction to preserve part of the interior and exterior of the structure that h ave
historic character, such as interior doors and hardware.
Old Business
a. MSP – Discussion of OA’s response to HPC questions
Chairman Meyers reviewed the history of the letter that the HPC sent to OA. He
suggested that the Commissioners not focus on the answers given but rather focus on
the final sentence stating, “The Office of Administration will be happy to work with you
and your staff to consider options”. Mr. Meyers felt that the Commission should take this
as a positive statement and should develop a list of “options” to get back to OA. Diane
Gillespie, with the Jefferson City Convention Bureau, reported that she had met with
Senator Kehoe today to discuss concerns about MSP and the cancellation of tours due
to mold and the condition of MSP. Senator Kehoe indicated that Representatives
Barnes and Bernskoetter shared his concerns. Among the con cerns shared with Senator
Kehoe was the potential loss of revenue for the city. MSP is an economic engine for the
city. Without immediate actions to repair the roofs or at least cover them, the building will
not remain much longer. Jenny Smith asked the Commission that in light of the public
support for MSP would a dedicated tax be an appropriate suggestion to make?
Chairman Meyers requested ideas from the Commissioners, keeping in mind the top
priorities; the roofs of the 4 historic buildings and the mold .
The ideas and questions raised were:
Has OA received an estimate on the cost to repair the roofs? And if not, does OA have
an idea based on their experience with other state buildings?
If funds were raised for to pay to get an estimate of the cost would OA allow an estimate
to be obtained?
Chairman Meyers, Councilman Henry and the Mayor need to meet to discuss what can
be done and approach OA together. Without objection Chairman Meyers requested
Jeremy Cover to arrange for such a meeting.
The Commissioners discussed writing to S enator Kehoe and Representatives Barnes
and Bernskoetter expressing HPC’s role to safeguard the city’s historic buildings and the
concern about the immediate problem of the leaking roofs and water and mold damage

which threaten this historic landmark. The Commission would like to offer HPC’s
support of their actions to help resolve some of the issues and HPC’s interest in working
with them and helping on any initiatives or actions they may endeavor to take. Jeremy
will distribute a draft for the Commissioners to review and make suggestions for
changes.
b. Spanish American War Memorial – Tabled to next regular meeting
c. Lafayette/US 50 Interchange MODOT Project
Jayme Abbott reported that she attended a public hearing on the 26th of September. At
the public hearing there was a historic preservation information table. Ms. Abbott
learned that as part of the Environmental Impact Statement (EIS) Decision of Record
MODOT will be conducting additional research and providing context on the historical
African American community in relation to the Lincoln University President’s Home
property and the Craftsman/Monastery Historic District per the Memorandum of
Agreement (MOA) that was signed between MODOT, FHWA and the Missouri State
Historic Preservation Office.
Cathy Bordner strongly expressed that she was not consulted as part of the Section 106
process. Ms. Bordner inquired if the Craftsman house could be donated and then
moved to an alternative location, which she commented, should have been a mitigation
measure. Jayme Abbott explained that the property owner could be contacted to inquire
if this would be a possibility. Ms. Abbott then followed up that the EIS is completed with
the Record of Decision being published; therefore the Section 106 process for the
project is completed.
d. Moreau Drive Nomination to National Register
The City was notified by SHPO that the nomination is ready to be mailed but were
directed not to mail any nominations due to the Federal government shutdown.
e. HPF Grant Application
Jayme Abbott reported that the application was completed and submitted on time. The
application was made for the City Liaison to attend the NAPC Forum, in Philadelphia,
PA, July 16-20, 2014.
f. MO Preservation Conference in Boonville MO on September 18 – 20, 2013
Jayme Abbott reported that thanks to the MO Preservation $100 scholarship , she was
able to attend the meeting and participated in the “Historic Storefront Classes”. She
enjoyed the conference and felt that it was beneficial and a good learning experience.
g. Continuation of Electronic Packets
Chairman Meyers noted that the original motion to allow Commission meeting materials
to be distributed by email was for a trial period of three months. That time having
lapsed, he would entertain a motion to continue the electronic distribution of materials
indef initely. Motion was made by Mark Schreiber and seconded by Jane Moore. Motion
passed unanimously.

Other Business
Jayme advised the Commission that the Community Development Block Grant Projects are
federally funded by HUD. Jefferso n City is an entitlement city grantee. The projects funded
must benefit low and moderate income residents. Currently there ar e two projects.
a. CDBG Project – 300 Block of E. Ashley and 700 Block of Adams, Sewer improvements.
Project is proposed for future funding.
b. CDBG Project – 300 E Ash Street – Sidewalk Improvements.
Project has been awarded and is currently under construction.

Adjournment
Bill Case moved the meeting be adjourned. Mark Schreiber seconded the motion. Motion
passed unanimously. Meeting adjourned at 8:00 p.m.
