McCarty Street Present: Attendance: Ed Meyers 10 of 11 Bill Case 10 of 11 Brent Hemphill 2 of 3 Jane Moore 8 of 11 Doug Record 4 of 7 Mark Schreiber 8 of 11 Absent: Arturo Hernandez 5 of 11 Artie Langston 7 of 11 Mary Schantz 5 of 6 Council Liaison: Larry Henry 1 of 7 Guests: Michelle Brooks, News Tribune Staff: Jayme Abbott Call to Order The meeting was called to order by Chairman Meyers at 6.33 pm, November 12, 2013. a. Approval of Minutes: Chairman Meyers asked for changes or corrections to the minutes. Seeing none he declared the minutes approved as submitted. HPC Business a. HPC Election of Ofcers: Chairman Meyers explained the chair, co-chair and secretary positions were to be filled. Brent Hemphill made the motion to keep the current officers in the existing positions. Mark Schreiber seconded the motion. Motion passed unanimously. Council Reports Councilman Henry was unable to attend due to a previous commitment with the Conference Center meeting. Earlier in the day Councilman Henry sent an email congratulating the HPC for the accomplishments at MSP. He later stopped by the meeting during a break and verbally applauded the HPC. Minutes of the City of Jefferson Historic Preservation Commission November 12, 2013 Section 106 Reviews a. 9699 Ridgewood: Bill Case made motion that the proposed work should have no adverse effects and is approved by this Commission. Doug Record seconded the motion. b. 9017 W High: Bill Case made motion that the proposed work should have no adverse effects and is approved by this Commission. Mark Schreiber seconded the motion. c. 2425 St. Louis Rd: Ed Meyers will sign off on the Section 106 as there were no issues with the Commission. Demolition Applications a. 1207 E Miller. Jayme Abbott presented the application which included a written report and PowerPoint pictures of the exterior and interior of the structure. The home was built circa 1910. The Commissioners reviewed the "Standards for Review" document, a requirement of the demolition ordinance. Commission agreed that the property appeared to be in poor condition. Bill Case moved that the Historic Preservation Commission approve the application. Motion was seconded by Brent Hemphill. Motion passed unanimously with Mark Schreiber abstaining. Old Business a. MSP β€” follow up: Bill Case attended the Governor's announcement of the partnership with the City to fund remediation and repairs of the old MSP site. Bill mentioned that he made a comment `on the behalf of HPC, we thank you". Bill Case suggested that the Commission write a thank you letter to the Mayor, Governor and Senator Kehoe for making the repairs a reality. b. Spanish American War Memorial: This was tabled from the October meeting. Doug Record went over the previously submitted information. The National Guard apparently wants to move the statue from its current site to a more visible location. It was suggested that a letter be drafted to the National Guard requesting that the HPC be part of their planning process and invite them to attend one of our meetings. c. Heritage Council Meeting, November 1: Ed Meyers explained that the Heritage Council is comprised of several groups and organizations such as DNR State Museum, CVB, HJC Foundation, HJC, Old Munichburg Association, Cole County Historical Society, Old Town Revitalization Company, Downtown JC. The Council will meet quarterly to discuss topics that affect all partners. The November meeting focused on MSP and demolition by neglect in the Old Town Area. d. Chapter 8 Demolition Permit Changes: On October 21, 2013 Council passed changes regarding the demolition permit application. Changes include requiring i Minutes of the City of Jefferson Historic Preservation Commission November 12, 2013 exterior and interior pictures for properties 50 years and older, statements from owners as to why the property cannot be rehabilitated, etc. e. 3221 N. Ten Mile Dr. β€” Update: Jayrne reported that she met with the property owners to discuss the demolition application. The owners appeared to be unaware of the history of the property. Articles were passed along that Cathy Bordner had provided to the City. The property owners discussed the possibility of creating a memorial of some sort to honor the history. New Business None Other Business: The Certified Local Governments Annual Report has been submitted to SHPO. The report covers the time period of October 1, 2012 through September 30, 2013. The report includes information such as accomplishments, trainings, awards, and properties accepted into the National Register listing. Dates to Remember: Next regular meeting is Tuesday, January 14, 2014; Cole County Historical Society Open House, November 14, 2013; and Living Windows is Friday, December 6, 2013.
