Call to Order
The meeting was called to order by Chairman Meyers at 6:33 pm, January 14, 2014.
Approval of Minutes
Chairman Meyers asked for changes or corrections to the minutes. Seeing none he declared
the minutes approved as submitted.
HPC Business
a. 2014 Election of Officers. Ed announced the officers for 2014:

Vice -Chair — Bill Case
Secretary — Mary Schantz
Ed thanked the officers for agreeing to serve again for another year.
b. Landmark Awards: Ed discussed the Landmark Award and process for selection. He
asked members of the HPC to be thinking of possible structures to be nominated for
consideration. He passed out a listing of past Landmark Award recipients. HPC
members are encouraged to make recommendations no later than the March meeting.
Bill Case inquired as to the promotion or publicity that is normally distributed to the
public. After discussion it was recommended that a press release be written and
publication about the award and nomination solicitation be placed on the city web.

Jayme will have the information on the web and will check about writing a press release.
She will keep the HPC informed.
c. Greg Stockard Award. This is an award of the HPC and is given to individuals who have
done outstanding work for historic preservation. Ed suggested that HPC members be
thinking of potential nominees. Any nominations should be presented no later than the
April HPC meeting.
Council Issues
Councilman Henry reported that the two major issues facing the city council currently are the tax
increment financing for the mall and the conference center. He encouraged anyone interested
in the tax issue to come to the Monday night meeting of the City Council. Ed asked if the City
Council had heard from the State about progress on the prison. According to Councilman
Henry the funds have been allotted and bids for the work are out. He is unaware of exactly
when the work will begin but possibly by early Spring. Mark Schreiber reported that the areas of
greatest concern will be addressed first so that the tours could begin as soon as possible. Then
the other issues, like abatement, will be addressed.
Section 106 Reviews
Ed advised the HPC that when Cathy was the Chair she had been given specific authority to
screen Section 106 Reviews and make a decision without getting full commission approval. He
wanted to confirm that this policy of allowing the chair to screen and decide is one that the HPC
members want to continue. Art Hernandez recommended that the same policy be maintained.
By consensus it was decided to keep this policy.
a. 894 Washington: Ed reviewed and approved this Section 106 Review.
Demolition Applications
a. 9205 E Miller This property is next to 1203 E Miller which the HPC reviewed in
November. It is owned by the IC church. Ed reviewed the standards of review which
are to be used by the HPC when making a consideration of an application. After
discussion it was recommended that in the future staff consider checking the
MoDOT's Lafayette/50 Expressway Environmental Impact Study to determine if the
property is within the "footprint" or a contributing building. This would be helpful
information for the HPC in the deliberation. Bill Case moved that the application be
approved. Brent Hemphill seconded. Motion passed with 8 yes votes and Mark
Schreiber abstained from voting.
b. 923 Harding: This property is privately owned. The owner plans to demolish the
home and build an affordable home on the property. Concern was raised about the
type of affordable housing that would be built and the potential impact on the
neighborhood. Art Hernandez moved that the application for 923 Harding be
approved. Artie Langston seconded. Motion passed unanimously.
Old Business
a. Spanish American War Memorial: Doug Record reported that the Guard had decided
not to move the memorial and the city has taken it over. Bill Case suggested that
there needed to be a flag pole with illumination. Discussion pursued about who
would pay for this, and what is the process that the HPC needs to use to move this
request forward. Art Hernandez moved that the issue be tabled until next meeting at
which time staff can present information about the status of the memorial and what, if
anything, the HPC can do to bring forward a recommendation about the property.
Artie Langston seconded. Motion carried unanimously.

New Business
a. National Alliance Preservation Commission 2016 Forum: Jayme reported that the
Jefferson City Convention and Visitors Bureau (JCCVB) will be submitting a bid in
response to an RFP to host the 2016 Forum in Jefferson City. They would like for
the HPC to write a letter of support for this bid. Jayme has also spoken with Steve
Veile with the Historic City of Jefferson about their intent to support the request. In
addition to the letters of support the JCCVB will need to secure $35,000 and
volunteers to help with the planning and facilitating of the event. The State Historic
Preservation Office offers a grant of up to $25,000 each year. This grant will b6
applied for and if received the remainder needed will be approximately $10,000.
Jayme has spoken with staff at the state office. The RFP deadline is February 15,
2014. Jayme will get back to the HPC with a progress report. Bill Case moved that
the HPC authorize Jayme to write a letter of support for the bid to host the National
Alliance Preservation Commission 2016 Forum. Art Hernandez seconded. Motion
passed unanimously. The chair voted yes.
b. Capitol Ave Area Update: Janice McMillan reported on the progress with properties
in the area. There have been abatements on six properties, hearings on three. Two
abatements are complete — the one at 401 Capitol and the other at 105 Jackson.
The city tries to board up historic buildings that have been abandoned when
possible. There is one fire damaged building where the owner has been asked to
demolish the structure. If this is not done the city may demolish and will then put a
tax lien on the property for the owner to pay.

b. 2014 CLG Forum is April 11, 2014.

Bill Case moved the meeting be adjourned. Jane Moore seconded the motion. Motion passed
unanimously. Meeting adjourned at 7:33 pm.
