Call to Order
The meeting was called to order by Chairman Meyers at 6.35 pm, February 11, 2014.
Approval of Minutes
Chairman Meyers asked for changes or corrections to the minutes. Seeing none he declared
the minutes approved as submitted.
HPC Business
a. Landmark Awards: Jayme reported that two applications were received to date. Those
included a house at 318 W. Ashley and the News Tribune Building at 210 Monroe. The
final date for submission of application is March 7t'. Some members of the Commission
indicated they would be making contact with potential property owners who might want
to consider submitting an application. After discussion the Commission determined to
wait until the March meeting to vote on applications all at one time rather than voting on
the two current submissions and then voting on others in March after the final deadline.
b. Gregory Stockard Award: Ed reported that three nominations have been received.
Those nominees are: Jane Beetem, Sabra Eagan and Nick Monaco. Jayme will
conduct research on these three nominees and provide the Commission with a report in
advance of the next meeting at which time the Commission will vote. Ed announced that
Michelle Brooks has been selected to receive Gregory Stockard Award, for her tireless
efforts on behalf of historic preservation.
Council Issues
Councilman Henry reported that the city has hired a new City Administrator who will begin in
mid-March after relocating to the city. The city has been working with the Fire Department on
maintenance needs of two fire stations. The conference center decision is still in progress.
Councilman Henry is hopeful that a final conference center decision will be made soon. Budget

issues are always high on the City Council agenda and are an ongoing process. He praised the
Public Works Department for their outstanding efforts recently during the bad weather incidents
in the city.
Section 106 Review
A letter from Terracon requested the HPC to comment on the effect on historic resources
involving an antennae modification by Verizon Wireless at 803 Swifts Highway. The letter was
dated February 4'h but not received until February 10'" at city hall and on February 11t" by staff
for the HPC. Ed asked for the Commission to determine if the addition of this as an agenda
item on the day of the meeting was agreeable. Jayme reported that Jeremy Cover, City
Counsel, was consulted and his opinion was that this was not a controversial issue and adding it
to the agenda with less than 24 ♦tour notice would not be a problem. After discussion a motion
was made by Artie Langston and seconded by Doug Record to all allow the issue to be placed
on the agenda. Motion passed. After discussion about the request, the HPC requested staff to
contact Terracon to request additional information including, pictures of the antennae they plan
to use, the current height of the structure on which the antennae will be placed, and what, if any,
plans do they have to notice residents and property owners in the area. Pursuant to Section
106 of the National Historic Preservation Act a 30 day response time has been requested. The
HPC will make a decision at the March 11th meeting and forward to Terracon immediately,
complying with the 30 day request.
Old Business
Spanish American War Memorial — Jayme reported that she does not have all of the additional
information requested at the last meeting. After discussion it was determined that the additional
information would be helpful for the HPC in its decision making process. Additionally a
suggestion was made that perhaps this property would be a candidate for a Landmark Award.
Jayme will prepare a report with the additional information and this issue will be placed on the
March 11'h agenda.

Other Business
National Register Nomination — 700-702 W. Main. Jayme reported that at the May 9th meeting
of the Mo Advisory Council for Historic Preservation a vote will take place to move the
application for this property, known as Paddy Malone's Pub, forward to the National Keeper.
