Call to Order
With no quorum, Bill Case suggested Councilman Henry provide an update with Council Issues
at 6:40 pm, March 11, 2014.
Council Issues
Councilman Henry gave an update on City Council issues:
• The new City Administrator, Steven Crowell, began on Monday, March 10`".
• Councilman Henry expressed his thanks to all who were engaging in the abandoned
building issue. At the last city council meeting Steve Veile made an excellent
presentation. The turnout for the meeting was good and Councilman Henry believes that
the Council will be looking at many options for solutions.
• The new conference center discussions continue and he is hopeful that there will be a
decision in the next few weeks.
With the appearance of Art Hernandez a quorum was established and the meeting was called to
order by Co -Chairman Case at 6:55 p.m.
Approval of Agenda
Mary Schantz moved for approval of the agenda. Doug Record seconded. Motion passed.
Approval of Minutes
Chairman Case asked for changes or corrections to the minutes. Mark Schreiber moved
approval of minutes as provided. Art Hernandez seconded. Motion passed.

HPC Business
a. Landmark Awards: Four nominations were received: Jefferson City Country Club for its
cultural and historical significance; the News Tribune building located at 210 Monroe for its
cultural and historical significance; 1214 Elmerine for its architectural and historical
significance; and 318 W. Ashley for its architectural significance. Mark Schreiber moved
that the Jefferson City Country Club and the News Tribune building be awarded for their
cultural and historical significance and 1214 Elmerine be awarded for its architectural and
historical significance. Doug Record seconded. Motion passed.
b. Gregory Stockard Award: Jayme presented information about the three candidates for this
award. The three candidates are: Sabra Eagan, Nick Monaco, and Jane Beetem. Mary
Schantz moved the Gregory Stockard Award be given to Nick Monaco. Mark Schreiber
seconded. Motion passed. Art Hernandez moved that two awards be given this year. One
to Michelle Brooks (awarded last meeting) and the second to Nick Monaco. Mark Schreiber
seconded. Motion passed.
A motion was made by Art Hernandez to modify the agenda and proceed to item 10 — Other
Business. The motion was seconded by Mark Schreiber. Motion passed.
Other Business
Terri Rademan spoke about her concern for the Jail and Sheriff's residence. She encouraged
the HPC members to contact their County Commissioners to express concern and ask for them
to reuse the structure and not demolish. She pointed out that the cost to reuse is less than the
cost to demolish and build a new structure.
Art Hernandez announced that the Rand McNally named Jefferson City as the most beautiful
small city in the U.S.
Section 106 Reviews:
a. 510 E. Ashley. This property is owned by Habitat. Habitat plans to demolish the house and
build a new home on the site. Demolition of the property will be assisted with Community
Development Block Grant funds. The demolition request was approved by the State
Historical Commission. Art Hernandez moved that as the proposed work should have no
adverse effects, the HPC has no objection to the initiation of the project activities as outlined
in the 106 Review. Mark Schreiber seconded the motion. Motion passed.
b. 627 Georgia. This property is part of a Community Development Block Grant Energy
Efficiency Program. The program includes an energy audit and based on that audit a
determination will be made as to the exact nature of the energy efficiency updates such as
insulation, HVAC, water heater, windows, etc. Mark Schreiber moved that as the proposed
work should have no adverse effects the HPC has no objection to the initiation of the project
activities as outlined in the 106 Review. Doug Record seconded the motion. Motion
passed.
Demolition Applications:
a. 1110 Monroe. This property is part of the Capital Region expansion. The structure is of no
historic value. Doug Record moved approval of the application. Art Hernandez seconded.
Motion passed.

b. 1842 E. McCarty. This was the Laux House. It is currently owned by the school district and
is a potential site for a future school. Mark Schreiber moved to approve the application.
Doug Record seconded the motion. Motion passed.
c. 2653 Frog Hollow Rd. This property is owned by the school district and is another potential
site of a future school. The application includes six structures. Brent Hemphill moved the
application be approved. Mark Schreiber seconded the motion. Motion passed.
Old Business:
a. Spanish American War Memorial. Jayme provided an update. MODOT will be donating the
Blue Star Park to the City of Jefferson with a reversion clause. MODOT is in process of
completing a survey of the site and is expected to be donated by summer.
b. Update on Terracon antennae modification. Site location is 803 Swifts Highway. Jayme
provided picture of the proposed modifications for the Terracon antennae modification. The
pictures included diagrams showing the placement of the antennae on the existing stack.
Work to install the antennae will be proceeding. Based on the additional information
provided by Terracon the Commission will let the Section 106 comment period lapse.
New Business:
a. Old County Jail and Sheriff's residence. Jayme gave an update on the property including
information about the Cole County Commission is expected to make a decision on April 15tH
She provided the HPC with a draft letter to be sent to the Cole County Commission
expressing concern for the structure. After discussion members of the HPC added
language requesting that the Commission reuse or repurpose the property and not
demolish. Art Hernandez moved the letter, as revised, be sent to the Cole County
Commission. Mark Schreiber seconded the motion. Motion passed.
b. Hage Council Meeting. Bill Case, Jayme Abbott and Mary Schantz reported on the
meeting held on Friday, March 7th. Much of the discussion centered around the issues of
the Jail/Sheriff residence and abandoned buildings. In addition, Alex Rotenberry with
CAMPO gave a presentation about an initiative being undertaken by MODOT and CAMPO
to survey citizens to get ideas about transportation needs in their communities.
Other Business:
Other Business was conducted earlier in the meeting.
Dates to Remember:
a. Next meeting of the HPC will be on Tuesday, April 8th 2014.
b. 2014 CLG Forum, April 11, 2014. Jayme reported that this is the last week to let her know if
any of the members of the HPC were interested in attending this event with her.
Janice McMillan provided an update on the abandoned building situation. There are over 100
structures on the list of abandoned buildings. This list was established by ordinance in 2007. It
was implemented in 2012. The city can identify abandoned property and add to the list. Most of
the properties are located in the central city area and pose a higher concern. Code
enforcement will be key to the solution. Citizen led code enforcement, similar to what Steve
Veile and the HCJ did at the last City Council meeting is an example of this type of code
enforcement. Janice discussed various ways that properties are identified and what step the
city takes to notify the owners, board up the property to protect from vandalism, crime and other

negative outcomes. She discussed the process to add a lien to the property when the city
incurs costs associated with an abandoned building and for fines/penalties. The next HCJ
newsletter will be publishing the list of abandoned properties. She encouraged the HPC
members to be active in efforts to help reduce or eliminate the number of these properties.
