The meeting was called to order by Ed Meyers at 6.33 pm, April 8, 2014. Approval of Agenda: Without objection the agenda was approved as printed. Approval of Minutes for the March 11, 2014 Meeting: Chairman Meyers asked for any changes to the Manch minutes as printed. Chairman Meyers pointed out his name was misspelled. Hearing no further objections the minutes were approved as printed with the correction. Council issues: Councilman Henry gave an update on City Council issues: • The City Council rejected both conference center proposals. • The abandoned buildings issue continues to be a concern of the City Council. The new City Administrator is aware of the issue. A group will be meeting to discuss next steps and put together an action plan. Councilman Henry indicated that the group, comprised of himself, Rick Mihalevich, Rick Prather, and Shawn Schulte will keep the Historic Preservation Commission and the Historic City of Jefferson engaged as they move forward. Minutes/Jefferson City Historic Preservation Commission April 8, 2014 NPC Business: a. Update Council Information: Ed Meyers distributed a list of current HCP members and requested that each member verify their information. b. Heritage Week Activities: The Landmark and Stockard Awards will be presented during the Heritage Week Activities on May 20th. Jayme suggested that next year the Council may want to consider limiting the number of Landmark awards given. She cited several reasons including the number of historic properties is limited and second, giving multiple awards could be seen as lessening the importance of the award. Section 106 Reviews: None Demolition Applications: a. 435 Clark Ave. This property is owned by the IC Church. It is located behind the church building facing on Clark Ave. It had been the DeBroecks Grocery at one time. The property is not listed on the National Registry nor is a Landmark Site. Brent Hemphill moved the demolition application be granted with a recommendation that the owner or demolition contractor consider salvaging any of the historic architectural interior pieces if possible. Jane Moore seconded. Motion passed. b. 212 W. Elm. This property is owned by Dick Groner. it is not listed on the National Registry nor is a Landmark Site. Mr. Groner was invited to speak by Chairman Meyers. He expressed his intention to demolish the home and incorporate the property into one larger plot which he intends to develop. A motion was made to approve the demolition application by Brent Hemphill. Bili Case seconded. Motion passed. Old Business: a. Old County Jail and Sheriffs Residence. The HCP sent a letter to the County Council after the March meeting expressing concern about the structure. The letter requested the Council consider rehab and reusing the structure. The County Council is slated to vote on the issue at their April 16*' meeting. Bill Case will testify on behalf of the HCP expressing our desire to see the structure rehabbed and reused and not destroyed. New Business: a. Paddy Malone's National Registry Nomination. The owner of Paddy Malone's has applied for consideration to be listed on the National Register of Historic Buildings. The Historic Preservation Commission, as part of a Certified Local Government (CLG) is permitted to review and comment on the application as a partnership with State Historic Preservation Office and National Park Service. Motion was made by Bill Case that the property at 700-02 W Main Street has a Criteria of Significance under Criterion A — Property is associated with events that have made a significant contribution to our history; that the property retains authentic historic character from its period of significance; and the Commission recommends that the property is significant, retains integrity and is eligible for listing in the National Register of Historic Places. Jane Moore seconded. Motion passed. Resolution 2014-01 was presented supporting the Nomination of Paddy Malone's to the National Register of Historic Places. Mary Schantz made a motion to approve the Resolution and was seconded by Jane Moore. Motion passed. The Resolution will be Fq Minutes/Jefferson City Historic Preservabion Commission April 8, 2014 presented to the Mayor as HPC support of the Paddy Malone's Nomination. The Mayor will then be able to complete the Missouri CLG National Register of Historic Places Nomination Review Report Form. Other Business: a. Section 106 Training. To retain CLG status commission members are to attend training. Due to the timing of this year's CLG Forum none of HPC members were able to attend. Since majority of HPC are newly designated City staff have scheduled a Section 106 training with the State Historic Preservation Office at the HPC's June meeting. All members are encouraged to make every effort to attend this meeting. Danes to Remember: a. Next Meeting is May 13, 2014 b. 2014 CLG Forum, April 11, 2094. Jayme Abbott, City Liaison, will be attending. c. Heritage Week Activities May 20, 2014. The Landmark and Stockard awards will be presented. Adjournment Bili Case moved for adjournment.
