Approval of Agenda: Without objection the agenda was approved as printed Approval of Minutes: Chair Meyers asked for any changes to the minutes as printed. Bill Case moved approval as printed. Jane Moore seconded. Motion passed. Council Issues: None HPC Business: a. Heritage Week Activities: The Landmark and Stockard Awards will be presented during the Heritage Week Activities on May 20''. The HPC members will be introduced. Chairman Meyers will present the awards. All Council members are encouraged to attend. Section 106 Reviews: a. 1806 Swifts Hwy. This review is for an Energy Efficiency Grant. The possible improvements include HVAC, windows, increasing insulation, and other improvements to improve energy efficiency. Bill Case moved that since there would be no adverse impact the review be approved. Jane Moore seconded. Motion passed. b. 815 Madison St. This review is for a Code Deficiency Grant. Possible improvements include paint, fascia damage repair, soffit damage repair, deck restoration. Mary Schantz moved that since no historic property is affected and there would be no adverse impact the review be approved. Bill Case seconded. Motion passed. Minutes/Jefferson City Historic Preservation Commission May 13, 2014 c. 1130 E. High St. This review is for a Code Deficiency Grant. Possible improvements include storm doors, fascia damage repair, soffit damage repair, weather stripping. Bill Case moved that since no historic property is affected and there would be no adverse impact the review be approved. Jane Moore seconded. Motion passed. d. 1031 W. Main. This review is for an Energy Efficiency Grant. The possible improvements include HVAC, and other improvements to improve energy efficiency. Bill Case moved that since no historic property is affected and there would be no adverse impact the review be approved. Mary Schantz seconded. Motion passed. e. 803 Clark. This review is for a Code Deficiency Grant. Possible improvements include exterior repair Jane Moore moved that since no historic property is affected and there would be no adverse impact the review be approved. Bill Case seconded. Motion passed. Demolition Applications: 827 Clark Ave. The Commission Members viewed recent pictures of the property and surrounding area. The building is abandoned and the owner is requesting permission to demolish. Bill Case moved that the application be approved. Doug Record seconded. Motion passed. Old Business: None New Business: Mary Schantz expressed concern that the issue of the abandoned structures could start fading from the agenda of the City Council and the community at large. She encouraged members to write to their City Council members encouraging them to keep pressure on and to consider even stiffer penalty for those owners who do not take corrective action. Jayme Abbott reported that HUD had selected Jefferson City and St. Louis City to receive additional attention that may help facilitate this issue. Stakeholders have been formed into groups to start meeting to discuss possible actions for identified issues affecting our community. Other Business: a. 2014 CLG Forum, April 11, 2014. Jayme Abbott attended this event along with Janice McMillan. She reported that of special interest were two cities initiatives on abandoned buildings; St. Joseph and St. Louis City. Both cities have been working on various innovations to help reduce the number of these sites. St. Joseph receives funds from the casino which are going to projects like "moth balling". St. Louis has been increasing fines, using the courts and have increased the documentation required by homeowners to prove "hardship'. b. Section 106 Training. The State Historic office is scheduled to present training at the HPC's June meeting. All members are encouraged to make every effort to attend this meeting. Dates to Remember: a. Next Meeting is June 10, 2014. b. Heritage Week Activities May 20, 2014 at 4:00 in the Council Chambers. The Landmark and Stockard awards will be presented. c. Missouri Preservation Conference, Excelsior Springs, October 6 — 8. Members are encouraged to attend. The event will include presentations and workshops of 2 Minutes/Jefferson City Historic Preservation Commission May 13, 2014 interest. The event will be held at the Elm Hotel.
