Savannah Beach, Georgia
July 1, 1974
A Special Called Meeting of City Council was held this
evening at City Hall for the purposes of:
1. Inaugurating the new Mayor and Council
2. Organizing the new Council and electing the new
Mayor Pro -tem who will also be Chairman of Council
s. Adopting the necessary resolutions authorizing the
signatures certifying certain persons who are handling the
city's banking business at the various banks and depositories
The first part of this meeting, to which the general
public was invited, was held in the City Hall Auditorium.
The Mayor and Councilmen -elect were as follows: Mayor,
Mr. Michael J. Counihan; Councilmen, Mr. Joseph M. Agnew,
Mr. James S. Bond III, Mr. Richard T. DeLoach, Mr. Edward
J. Fahey, Mr. Ernest C. Hosti, and Mr. John C. Wylly,Jr.
The Mayor and Councilmen -elect entered the auditorium
while the entire assembly, standing, sang the hymn "Faith
of Our Fathers."
City Attorney Lance Smith then introduced the Reverend
Terence Kernen, Pastor of St. Michael's Catholic Church, at
Savannah Beach, who pronounced the invocation.
Following the invocation the official certification of
the election results resolution was read by City Attorney
Lance Smith.
Following the reading of the official Resolution of
the election results the Honorable Edward M. Hester, Judge
of the State Court of Georgia, was introduced for the purpose
of administering the Oath of Office to the Mayor and six
Councilmen - elect. The Oath of Office was first administered
to Mayor Michael J. Counihan.
OATH ADMINISTERED TO MAYOR
Judge Hester then administered the Oath of Office to the
six new Councilmen.
OATH OF OFFICE TO ALL COUNCILMEN
Judge Hester congratulated Mayor Counihan and the six
newly elected Councilmen; this was followed by a short ac-
ceptance speach by Mayor Counihan.

The new committees and city officials appointed by Mayor
Counihan were read by the City Clerk.
APPOINTMENTS OF COMMITTEES, CHAIRMEN AND CITY OFFICIALS
There were many distinguished guests in attendance at the
ceremony and they were introduced at this time by the City
Attorney, Lance Smith. Following this introduction of our
distinguished guests, the benediction was given by Reverend
Robert E. Connelly, Pastor of Chapel -by- the -Sea Baptist
Church. After which the entire assembly joined in singing
the National Anthem. At the conclusion of the Star Spangled
Banner, the Mayor and Councilmen made an exit to the Council
Chambers for a short business session.
The business session was opened by the Mayor who called
for nominations for the office of Mayor Pro -tem and Assistant
Mayor. Councilman Ernest Hosti was nominated for this position
following which the nominations were declared closed and he
was unanimously elected.
City Attorney Lance Smith then informed Council that in
the transition of one city government to another, one of
the most important functions was the official authorization of
certain persons to carry on the banking business of the
municipality. He then stated that we accomplish this with the
appropriate resolution. He explained that one of these Re-
solutions which he referred to as a General Business Resolution,
where we permit the continuance and orderly transition of our
business affairs by naming and authorizing the signers of
checks, drafts, notes, etc. and providing signature cards for
this purpose at the various banks. He then read the following
resolution.
RESOLUTION
A motion was made by Councilman Edward Fahey that this
resolution be adopted. It was seconded by Councilman DeLoach
and unanimously carried.
City Attorney Lance Smith then read the resolutions naming
the banks and the qualified persons and authorized signers for
any business conducted at the various banks with whom we do
business, which are as follows:

FOUR RESOLUTIONS
Councilman Fahey then moved the adoption of all four
resolutions. The motion was seconded by Councilman DeLoach
and unanimously carried.
There being no further business the meeting was adjourned to
the next regular or called meeting.

A RESOLUTION TO IMPLEMENT THE PROVISIONS
OF SEC. 2 -6, CODE OF ORDINANCES, CITY OF SAVANNAH
BEACH, TYBEE ISLAND, GEORGIA.
WHEREAS, Michael J. Counihan was duly elected Mayor of
the City of Savannah Beach at the Regular General Election held
on April 1, 1974 in the City of Savannah Beach; certified by
Judge Robert R. Cook, Election Superintendent, on April 10, 1974;
and duly installed as Mayor together with the six successful can-
didates for Councilmen on July 1, 1974; and
WHEREAS, Ernest C. Hosti was duly elected Mayor Pro Tem
and Chairman of Council by a majority vote of City Council at an
Official Meeting of Savannah Beach City Council held at Savannah
Beach City Hall on the 1st day of JULY, 1974; and
WHEREAS, it is necessary that checks drawn against the
several accounts of the City of Savannah Beach, Tybee Island,
Georgia, in the various banks in the City of Savannah, Georgia,
for the withdrawal of funds, be signed and /or countersigned by
the Mayor and Treasurer of said City of Savannah Beach, and in the
absence of the Mayor, then by the Mayor Pro Tem and the Treasurer
of said City of Savannah Beach;
NOW, THEREFORE, BE IT RESOLVED that the said Michael J.
Counihan, as Mayor and Edward M. Patterson, as Treasurer be, and
they are hereby authorized to sign and /or countersign any checks
on any bank in the City of Savannah, Georgia, where funds are now
deposited or may hereafter be deposited, to the account of the City
of Savannah Beach, Tybee Island, Georgia, and the several banks are
hereby authorized to accept their signatures;
BE IT FURTHER RESOLVED that, in the absence of the Mayor
from his official duties, that Ernest C. Hosti , as Mayor Pro
Tem and Acting Mayor, be authorized to sign and /or countersign
checks against the several accounts of said City of Savannah Beach
in the several banks in the City of Savannah, Georgia.
THE WITHIN RESOLUTION IS HEREBY ADOPTED AND APPROVED this

SAVANNAH BEACH, TYBEE ISLAND, GEORGIA, IN COUNCIL DULY ASSEMBLED,
THIS 1st day of JULY, 1974 and it is hereby resolved as follows:
RESOLVED: That an account or accounts in the name of this
corporation with CITIZENS & SOUTHERN NATIONAL BANK of Savannah,
Georgia, Islands Branch, that the persons whose titles are listed
below are authorized to sign and agree to the provisions of said
Bank's customary corporate signature cards,and that the Bank is
hereby authorized to pay or otherwise honor any checks, drafts or
other orders issued from time to time for debit to said account or
accounts when signed by: MAYOR AND TREASURER, or in the absence of
the Mayor, by the Mayor Pro Tem and the Treasurer of said City
of Savannah Beach.
FURTHER RESOLVED that Citizens & Southern National Bank of
Savannah be and it hereby is authorized to honor, receive, certify
or pay all instruments signed in accordance with the foregoing
Resolution even though drawn or indorsed to the order of any officer
signing the same or tendered for cashing, or in payment of the
individual obligation of such officer, or for deposit to his
personal account, and said Bank shall not be required, or be under
any obligation to inquire as to the circumstances of the issuance,
or use of any instrument signed in accordance with the foregoing
Resolution, or the application, or disposition of such instrument,
or the proceeds thereof.
FURTHER RESOLVED that the Mayor and Treasurer - or, in the
absence of the Mayor from his official duties, then the Mayor Pro
Tem and the Treasurer of said City of Savannah Beach, is /are hereby
authorized for and on behalf of this Corporation to: *Discount and/
or negotiate notes, drafts or other forms of credit: borrow money,
directly or indirectly with or without security; pledge, alien,
convey, assign or otherwise hypothecate any property of the corpor-
ation and transact any and all business with said Bank as at any
time may be deemed by the said perons(s) transacting the same to
be advisable. In connection with any transaction entered into with
the Bank on behalf of the Corporation, the above designated officers
are hereby authorized to make, enter into, execute, attach the
seal of the Corporation to and deliver to the Bank such negotiable
or non - negotiable instruments, indemnity, guaranty, or other agree-
ments, conveyances, assignments, endorsements, hypothecations
pledges, receipts or other undertakings or obligations as may be
required by the Bank.
FURTHER RESOLVED that all withdrawals of money and /or other
transactions heretofore had in behalf of the corporation with the

FURTHER RESOLVED that the Clerk of Council is directed to
furnish to the bank a certified copy of these Resolutions, the names
of all officers herein authorized to transact business with the
Bank as aforesaid, together with -a specimen signature of each and

the Treasurer shall from time to time hereafter as changes in the
personnel of said officers are made, immediatly certify such
changes to the bank, and said bank shall be fully protected in
relying on such certifications of the Secretary and shall be
indemnified and saved harmless from any claims, demands, expenses,

signature of any officer so certified, or refusing to honor any
signature not so certified.

branch, that the persons whose titles are listed below are authorized
to sign and agree to the provisions of said Bank's customary corpo-
rate signature cards, and that the Bank is hereby authorized to pay
