Amendments tothe text cJChapter 35.Zoning, including Section 35-40 Permitted Accessory Uoes, Section 35-41 Specific Use Standards, and Exhibit 35-28Land Uses Authorized inZoning Districts. Mr. Barron explained that the text amendments pertaining to recycling collection stations and clumpsters were removed in order to allow staff additional time to conduct research. Y. Composting Facilities Mr. Barron explained that composting facilities are currently not allowed in any zoning district. He stated that the proposed code amendment would modify Exhibit 35-28 Land Use matrix by adding Composting Facility as o permitted use in the K8-2 district and a Special Exception use in the C-2. M-1. and RU districts. Mr. Barron explained that specific use standards for the operation of a composting facility would also be added to Section 35-41.13Ho stated that Mr. Dutni proposed to replace the wording inSection 35-4i.13.31 b/2\with''Subjectiothepedbrmanceotondardsde\ai|od in Section 35.41.13.28". No one spoke in opposition to this request. Comments concerning the proposed text amendment was received hnm Mr. DoanOu(oi. 1928 Timber Road. Mr. Nunn moved and Mr. Dutoi seconded to recommend approval to add Composting Facilities to Section 35-41.13 and replace Section 35'41B31.b(2) with "Subject to the performance standards detailed in Section 35.41.B28" to the City Council, The motion passed 8-0 with the following votes: Aye: Dooken.Dutni.George, Jordan, Lester, Mihu|evich.Nunn, Yarnell 2. Drive Through Lanes Mr. Barron explained that the 2OU2zoning code revision established minimum stacking distances, lane vvid1hs, aa|baoku, and several other standards. He stated that one of the more difficult standards for developers to meet has been the minimum drive-through lane radius requirement of 45 feet. Mr. Barron explained that many fast food franchises have their own standards for drive through lanes. For example, the minimum drive through lane radius for MoDona|ds is 20 feet. He stated that a survey of existing drive through lanes shows that most of the existing inside drive through lane radius' hover between 15 and 20 feet, Mr. Barron explained that staff is recommencling a reduction in the minimum radius requirement from 45 feet to 20 feet. The motion passed 8-8 with the following votes: Aye: Deeken, Dutoi, George, Jordan, Lester, Milialevich, Nunn, Yarnell Miscellaneous Reports A. Update on "Greening America's Capitals" Project Ma. K8oK4iUan advised Commission members that u ChuneKmio planned March 2. 3. and 4. 2011 as part of the "Greening America's Copits|a^ Project. She explained that the Environmental Protection Agency, Housing and Urban Development and the Department ofTransportation fund sustainability and smart growth grant programs. &1s. yWc&1i||an stated that Jefferson City received a technical assistance grant and that the K4iUhoMom area isthe focus ofthis particular planning grant, flRepodofthe Second AdHooCommittee unRevitalization ofOld Towm Staff distributed a copy of the Report ofthe Second Ad Hoc Committee on Revitalization of 0|d Town onFebruary 10.2011 K4a. yWoMU|en explained that the Ad Hoo Committee recommended to the City Council on how to better support revitalization redevelopment inour central core. She stated that one ofthe main topics was parking standards for redevelopment areae Ms. McMillan explained that staff will be bringing back future discussion items on parking standards for redevelopment in order toget input on how those standards might be modified. She stated that we will discuss this more in depth at the March 10.2O11 meeting. 8. Other Business A, Distribution ofthe Southside Redevelopment Plat) Staff distributed the Southside Redevelopment Plan onFebruary 1O.2011. Ms. K4uyWiUan explained that the Southside Redevelopment Plan was prepared bythe consulting firm A/ouris in 2009 and was funded by the Housing Authority. She stated that south side business owners, the Housing Au(horih/, and the Jefferson City Chamber mfCommerce participated in the development of this plan. K8n. McMillan explained that the Housing Authority's Board of Commissioners approved this plan and also recommended that the plan be approved and adopted by the City of Jefferson. She suggested that Commission members look at the recommendations on land use and zoning and consider how that will fit in with the city and perhaps adopt that as a neighborhood plan. &1a. McMillan explained that staff will identify particular areas to bring special attention tootthe March 10.20l1 meeting and discuss the timeframe toschedule upublic hearing. Adjourn.
