New Business/Public Hearings Case No. P11007— 1341 W. Stadium Boulevard; Rezoning and Amended Preliminary PUD Plan. Application filed by Jefferson City Medical Group, property owner, Robert VVunkum, authorized representative, to rezone 3.61 acres from RS -2 Low Density Residential to PUD Planned Unit Development and an Amended Preliminary PUD Plan for 15.27 acres consisting of obuilding addition and parking lot expansion. The property islocated onthe southeast corner of the intersection of West EdOevvood Drive and West Stadium Boulevard and is described as Part of the Northwest Quarter ofSection 14, Township 44 Nodh, Runge 12 VVest, Jefferson City, Cole County. Missouri. (Central Missouri Professional Services, Consultant) Mr. Barron described the proposal and explained that the Applicant is requesting approval of an amended Preliminary PUD Plan in order to allow for the construction of building addition and a parking lot expansion. He stated that the proposed building addition would consist of two stories with additional basement storage and a parking area. Mr. Barron explained that 21 parking spaces are to be located on theAnoerenUE substation property. He stated that separate rezoning of the AmenenUE substation property is proposed by case number P11OO8 in order toaccommodate the parking. Mr. Barron explained that three separate areas of RS -2 Single Family Residential zoning on the subject property are proposed to be rezoned to PUD in order to accommodate the proposed development plan and unify the zoning of the property. He stated that the PUO Plan oa||a out a Type B bufferyan1 adjacent to the new parking lot which will consist ofa 25 foot wide natural buffaryard along the north side of the parking lot and a 50 foot wide open space bufferyard along the south side of the parking lot. Mr. Barron explained that the existing bufferyard adjacent to the southern parking lot will remain in place with the same conditions established by the Board of Adjustment otthe time of conditional use permit approval for the parking lot. He stated that new signage on the building will be similar to the signage on the orthopedic building. Mr. Brian K8cMiUian, Central K8ioaouh Professional Sorvicos, 2500 E McCarty Street, spoke regarding this request. K8c McMillian distributed avisual that depicts the proposed building and parking lots. He stated that the buffer along the south side of the parking lot will be an open space buffer because of overhead utility lines. Mr. K8u[NiUian explained that the sidewalk going up Edgewood Drive will have to be placed right against the curb line because of the topography. K8c Chris Jordan inquired whether there will be some type of perpetual easement for the parking spaces on theAman*nUE property. /n response, K4c Mark Jordan, Real Estate Division Supervising Monager, AmernnUE, 101 Madison Street explained that this proposal meebsAmoven's design criteria. He stated thatAmenan is proposing an easement but with a caveat in that aeaonnent in the unlikely event thotAnoenen needs that area for substation expansion, Mr. Jordan explained that the existing substation consists of two units. He atebad that currently it is a single unit substation. Mr. Jordan explained that this fall the company is planning to construct a second unit, however, Ameren does not foresee anything that would cause the substation to expand beyond the existing fence. Jefferson City Planning & Zoning Commission August 11,2O11 Am Mc Lyle Roaburg, Chief Financial Officer, Jefferson City Medical E)roup, 1241 W. Stadium Boulevaod, spoke in favor ofthis request. Mr. Rosburg explained that the Jefferson City Medical Group (JCPWG) continues togrow. Hestated that they are adding 10 new physicians on site this year which puts them up to o bda| of 88 providers. Mr. Roaburg explained that the goal is 100 providers to meet the community's needs. He stated that the proposed addition, as well as additional porking, will help facilitate patient care. Mc Roeburg explained that they try ho be oQomd neighbor with minimal impact and little light pollution from the facility. K0c Heath Clarkston, Preeident, Home Builders Association, 101 EHigh Street, spoke infavor Vf this request and explained that this project is a large private investment inthe community and will create jobs. Damage tohomes from blasting; 2. Will traffic along Melody Drive be affected by the Drive; 3. Are there plans to extend Satinwood Drive; 4. Is the area east of Satinwood Drive part of this converted at some later date to parking and how Satinwood Drive; . 5. Concerns of future use; G. Concern with the use of an open apace bufferyerd neighborhood; 7. Carr inquired whether afence could be constructed to keep people from parking on her property. In response hothe concerns expressed by nearby property owners, Mr. McMillian explained that the plan is to lower the grade on the east aide of the lot because of the way the lot slopes. He stated that a 10 inch gas main and an overhead electric line will prohibit them from lowering the grade to the grade of the existing parking lot. Mr. K4oyWiUien explained that there in not enough space to move the parking lot to the west. He stated that they will have to blast or chip to remove the rook. Mr. McMillian explained that there is on industry standard to do a pre -blast inspection of any structures in the vicinity before any blasting occurs. He otsbad that the grade of the parking lot will be higher tuwhere headlights will shine over the tops of the houses. Mr. McMillian explained that there will be no impact on traffic on Melody Drive or Satinwood Drive. He stated that JCMG has no plans to extend Satinwood Drive. Mr. McMillian explained that the property across from Satinwood Drive was acquired by JCK8G by default. He stated that the overhead utility lines located in the open space buffer will restrict them from planting trees. Mr. McMillian explained that the open space buffer iean option in the zoning code. He stated that afence will be installed to compensate for the elevation change in the parking lot. Mr. PWoK4i||ian explained that it would be possible to put in bushes orafence k>minimize headlights shining into houses, Mr. Barron explained that the conditions onthe Conditional Use permit that was issued for the southern parking area will remain with the PUD Phan, but the conditions do not transfer tothe new parking area. Mr. llnn SbaUman. 2204 Melody Orive, inquired whetherJCN1G has plans for the area located to the east ofthe proposed parking area. In response, K8c PWuk4iUian explained that there are no plans todevelop this area. Jefferson City Planning & Zoning Commission Augue(11.2011 Mr. Thomas PWhnihan, 1618 St. Mary's Boulevord, commented that JCMG should build n parking structure as opposed to flat parking. He asked for clarification of the sidewalk access from Stadium Boulevard. In naapunae. Mr. Barron explained that the developer is proposing o sidewalk connection frorn the greenway up the driveway along Stadium Boulevard to their property line. K8c Jeff Pennonk, 1007 Jason Road, asked for clarification of the 20 foot buffer strip along Satinwood Drive that would screen the residential area. In response, K4c Barron explained that AmensnUEhas apower line that prevents the planting oftrees. Hostated that ogas line prevents the parking lot from being pushed further towards the property and away from the greenway. Mr. Thomas Minihen, 1818 St. Mary's 8ou|evand, inquired whether the proposed parking is in compliance with city standards. In response, K8c Barron explained that the now building addition would on*ahu an additional demand of 101 parking apamsa according to the zoning code requirement of one parking space per 200 square feet of floor area. He stated that this will result in on additional 101 required spemau on top of 643 for etotal of 744. Mr. Barron explained that the total number of parking spaces that are proposed at the completion of this plan is 756 which would exceed the requirements. Mr. Wade gave the Engineering Division staff report. Mr. McMillian stated that he concurs with staff comments and recommendations. Mr. Jordan moved and Mr. Stacey seconded to recommend approval to rezone 3.61 acres from RS -2 to PUD tothe City Council. Outdoor lighting ohoU adhere to the requirements of the C -O Office Commercial Zoning District o. Additional signage aheU be limited to 140 square feet cfinternally illuminated building mounted signage. d. Compliance with stormwater requirements as identified by the Engineering Division. o. (Central Missouri Professional Services, Consultant) Jefferson City Planning & Zoning Commission August 11.2O11 law Mr. Barron described the proposal and explained that this request isfor urezoning oftheAmenen UE Substation in order to accommodate a parking area on the property that would support a building expansion for the adjacent JCMG medical campus. He stated that the Comprehensive Plan Development Plan nnop identifies this property as being intended for commercial use. Mr. Barron explained that the proposed rezoning would be acontinuation ofthe commercial development trend in the area, would support the adiacentJCN1G Medical Campus by allowing for parking on the property, and is supported by the recommendations of the Comprehensive Plan. Mr. Mark Jordan, Real Eababa Division Supervising Manager, AmeranUE' 101 Madison Street, spoke regarding this request and explained that AmerenUE agrees to grant an easement to JCMG toallow construction ofoparking lot onAmenenUEproperty. Application filed by SSM Regional Health Services, property owner, Catherine Abnams, authorized nepnaoenhabve, for a preliminary plat of 108.28 oonsa on land zoned C-2General Commercial. This proposed preliminary plat includes 9lots. The property ia located on the east side of Highway 179 one mile south ufEdgewood Drive and is described as part of the Southeast Quarter of the Southeast Quarter of Section 15, part of the Northeast Quarter of the Northeast Quarter of Section 22' and the Southwest Quarter of the Southwest Quarter ofSection 14, Township 44 Nndh, Range 12 VVent, Jefferson Qty, Cole County' Missouri. (Central Missouri Professional Services, Consultant) Mr. Barron described the proposal and explained that this Preliminary Subdivision Plat details the street layout and lot layout of the proposed 8t. K4oq/o Health Center Subdivision. He ababad that the property is currently zoned C-2 General Commercial and consists of 106.28 acres. Mr. Barron explained that the Preliminary Plat ohuvvo nine lots and shows a total of four new streets, including one ending in o cul-de-sac. A major AmerenUE electric transmission line currently exists through the SL Mary's property, He stated that this line is proposed to be rerouted along the southern and eastern boundaries of the property in order to accommodate the development of the property. Mr. Bates distributed a visual depicting the layout ofthe subdivision. He explained that the new 8L Mary's Hospital will be located on Lot 1 and consists of 33.71 ocnaa. Mr. Bates ahahad that the Applicant appeared before the Board ofAdjustment on August 9, 2011 for building height and signage variances, kAc Heath Charkatom, President, Home Builders Association, 101 E. High Street, spoke in favor of this request and explained that the proposed development will be on anchor for other businesses and will create jobs for the community. No one spoke in opposition to this request and no correspondence was received. Mr. Barron gave the Planning Division staff report. Mr. Wade gave the Engineering Division staff report. Resolution proposed byPlanning Division Staff to amend the Approved Planting List located in Appendix of the Jefferson City Zoning Code by removing Green Ash, White Ash, Blue Ash, and Ornamental Pear and adding European Hornbeom.Norway Maple, and Saucer Magnolia. Mr. Barron explained that staff isproposing toremove all ofthe Ash trees because the Emerald Ash Bore is killing a large number of them. He stated that staff is also proposing to remove the Ornamental Pear tree because they are susceptible to certain weather situations, K8c Nunn moved and Mr. Lester seconded to adopt Resolution PZ2011-01 amending the Approved Planting List located inAppendix Aofthe Jefferson City Zoning Code bvn*nnm�ngGreen Aah, White Ash, Blue Ash, and Ornamental Pear and adding European Hornbea' . Norway Maple, and Saucer Magnolia. K0e. McMillan explained that another reason to exclude certain varieties of Ornamental Pear trees iabecause they can cross pollinate other varieties and result inaprogeny that has thorns and isa nuisance. She stated that property owners can plant them if they so choose however several states have already recommended that citizens no longer plant any variety of Ornamental Pear. Mo. K4cPWi||an explained that the Missouri Department ofConservation may be considering prohibiting the planting ofOrnamental Pears oswell.
