A'Overlay District #1
Mr. Barron explained that Overlay District #1 is a commercial area along Jeffemon. Ounk|in and
Madison Streets. He stated that much of the existing commercial development is built up to the front
property line.

Mr. Barron inquired whether buildings should be required to be built up to the front property line.
Discussion:
K8u. McMillan explained that this creates a more urban environment when buildings are constructed
up to the property line with the parking lots to the rear of the property.
Mr. Deeken commented that he would prefer to see this typo of development rather than pushing a
building to the rear ofthe property and building a big parking lot in front. He stated that the latter would
disrupt the character mfthe neighborhood,
Mr. Barron explained that the main purpose of this type of development is to push buildings to the
street line in order to establish the visual character of the neighborhood.
Mr. Jordan inquired of how to address a situation when the site will not support that type of
development. In response, Mr. Barron explained that would require a variance from the Board of
Ad]uo(monL
Ms. k8o[NiUan explained that an option is to require a minimum development size rather than going lot
by lot.
Nlc Barron explained that Madison, Jefferson and Dunk|in Streets are the only streets that we are
thinking of establishing o build to line. He stated that Capital Region yWndima| Center's DB/GYN Clinic
and the Salvation Army are the two exceptions that would riot be included in an overlay district because

Mo. McMillan explained that by doing it this way we can establish a build to line instead of setback
&1r. Robinett inquired ofhow this will affect signage. In response, Ma. McMillan explained that we
would either require projected signage or building mounted signage. She stated that this type of
development would be a more pedestrian oriented area.

Mc 8onon inquired vvhadhar design standards should be established so that future buildings or
remodeled buildings are held to momm type of design standards. He cited the SohhmpfManaQemerd
building as on example.
Discussion:
yWc yWihelevich suggested eliminating certain construction materials. He cited the Yellow Moon
Antique building aoon example.
yWc Nunn inquired whether the goal is to preserve the orohdeotuxu| feel of the neighborhood oris the
goal to keep a brick front. /n response, yWe. Mo&1iUun explained that the new trend in zoning is form
based codes that deal with issues such as building style, land use, street widths, sidewalk widths, on -
street parking, types street lights and the height ofbuildings.
Mr. Jordan suggested using materials or features that are easy to regulate.

Mr. Barron explained that there is a mix of commercial umsu within the neak]enUo| area. He cited a
daycare, hair salon and the Schafer House aaexamples.

Mc Barron inquired whether this mix ofuses should be encouraged. Should more people be allowed
to convert a house to a commercial use and if so what type of uses would be a bad idea.
Discussion:
Mc Jordan commented that this would be a good opportunity to bake an existing abuotuna and convert
into something usable. He cited the Schaefer House oaa good example of using an existing building
and maintaining the characteristics ofthe neighborhood.
The Commission concurred that they would be inhenaobad in looking at reduced parking standards for
the central city.
