1. Call to Order and Introduction of Members, Ex -officio Members and Staff
The Chairman, seven regular members and one alternate was present. A quorum was present.
Procedural Matters and Procedures Explained
Mr. Barron explained the procedures for the meeting. The following documents were entered as
exhibits. Mr. Barron advised that copies of the exhibits are available through the City Clerk or the
Department of Planning and Protective Services:
The City Code of the City of Jefferson, as amended
Comprehensive Plan and Land Use Map
Copies of applications under consideration
A list of property owners to whom notices were sent
Affidavit of publication of the public notice in the newspaper

Mr. Barron submitted the following items for the record:

Adoption of Agenda
Mr. George moved and Mr. Yarnell seconded to adopt the agenda as printed. The motion passed
6-0 with the following votes:

Ms. Cotten and Mr. Dutoi arrived at 5:20 p.m.
4. Approval of Minutes from the Regular Meeting of July 12, 2012
Mr. Nunn moved and Mr. Dutoi seconded to approve the minutes of the Regular Meeting of July
12, 2012 as written. The motion passed 8-0 with the following votes:

6. New Business/Public Hearings
Case No. P12011 — Zoning Text Amendment. Amendment to the text of Chapter 35, Zoning, to
modify standards regarding storage of motor vehicles, boats, trailers, RV's, and commercial
vehicles in order to define permanent storage as presence for a period of 72 or more consecutive
hours within a 30 day period (Section 35-41.8.16 Outdoor Storage and Display). The complete
text of the amendment is available for review at the Department of Planning and Protective
Services, 320 E. McCarty Street, or may be viewed at the Planning Division webpage at
www.jeffcitymo.org.
Mr. Barron described the proposal and explained that when the Code Enforcement Officers
enforce the storage of large vehicles such as boats, RVs, and trailers in front of residences they
sometimes run into problems where people move the item and bring it back immediately after the
three day timeframe. He stated that it will be easier for them to enforce by adding specific language
that an item can only be stored for three consecutive days within a 30 day period.
Commission members expressed the following concerns: (1) how will this ordinance be enforced;
(2) when does the 30 day time period begin; and (3) what keeps people from constantly moving a
vehicle from one spot to another to avoid the three day time period.
Mr. Nunn moved and Mr. Dutoi seconded to recommend approval of the proposed zoning code
amendment to the City Council. The motion passed 8-0 with the following votes:

Mr. Lester did not give a report, as a quorum was not present.
B. Discussion of Possible Zoning Code Amendments
1. Telecommunication Facilities
Mr. Barron explained that this proposed amendment would clear up numerous inconsistencies
within the existing Telecommunication Facility Specific Use Standards of the Zoning Code. He
discussed the following modifications: (1) require multiple providers to co -locate on a single cell
tower; (2) cell towers less than 70 feet in height would be a permitted use in all zoning districts; (3)
cell towers more than 70 feet in height would need a Conditional Use Permit from the Board of
Adjustment; and (4) building mounted antennas can extend no more than 20 feet above the roof of
a building.
2. Alternative Energy Systems
Solar Energy Systems
Mr. Barron explained that this proposed amendment would establish the following specific use
standards: (1) building mounted systems would be permitted in all zoning districts; (2) ground
mounted systems would only be permitted in the commercial and industrial districts; (3) residential
roof mounted systems would only be permitted to be located on the rear facing roof and must be
flush mounted and centered on the roof; and (4) associated electric and plumbing lines must be
painted to match the house.
Commission members expressed the following concerns: (1) panels should be allowed to be
placed in a southerly direction; (2) they should be flush mounted and finished in appearance; (3)
would rather see it flush mounted on the street side than anywhere else on a house with angle
mounting; (4) allow ground mounted systems on large residential properties with 5 acres or more;
(5) screen solar panels from view; and (6) associated electric and plumbing lines should not be
exposed.

Mr. Yarnell suggested sending the proposed ordinance to solar energy system contractors to get
their input.
Wind Turbines
Mr. Barron explained that this proposed amendment would establish the following specific use
standards: (1) permitted only in the C-1, C-2, M-1, and M-2 districts; (2) prohibited in residential
districts; (3) cannot be mounted on the front of a building; and (4) cannot exceed 10 feet in height
above the roof. He stated that this is a land use issue to protect neighborhoods.
Commission members agreed that wind turbines should be kept out of residential neighborhoods.
Mr. Robinett suggested contacting wind turbine contractors for their input, as well.
9. Adjourn. There being no further business, the meeting adjourned at 6:11 p.m.
