Call to Order and Introduction of Members, Ex -officio Members and Staff The Chairman, seven regular members and two alternates were present. A quorum was present. 2. Procedural Matters and Procedures Explained Mr. Barron explained the procedures for the meeting. The following documents were entered as exhibits. Mr. Barron advised that copies of the exhibits are available through the City Clerk or the Department of Planning and Protective Services: The City Code of the City of Jefferson, as amended Comprehensive Plan and Land Use Map Copies of applications under consideration A list of property owners to whom notices were sent Affidavit of publication of the public notice in the newspaper Rules of Procedure, Planning & Zoning Commission Mr. Barron submitted the following items for the record: Staff reports Minutes of proceedings Copies of drawings, plans, and/or renderings under consideration Letters or memoranda from staff Materials submitted by the public or applicants pertaining to the cases under consideration Designation of Voting Alternates The Chairman announced that all regular members and alternate Ms. Cotten are eligible to vote. 3. Adoption of Agenda Mr. Nunn moved and Mr. Dutoi seconded to adopt the agenda as printed. The motion passed 8-0 with the following votes: Aye: Cotten, Deeken, Dutoi, Jordan, Lester, Nunn, Vaughan, Yarnell 4. Approval of Minutes from the Regular Meeting of February 13, 2014 Mr. Jordan moved and Ms. Cotten seconded to approve the minutes of the Regular Meeting of February 13, 2014 as written. Communications Received None. Page 2 6. New Business/Public Hearings Case No. P14004 — 3507 Amazonas Drive, Preliminary PUD Plan Amendment. Application filed by Jefferson City Area YMCA, property owner, for an Amended Preliminary PUD Plan for a two story building addition consisting of 23,000 square feet. The property is located on the south side of Amazonas Drive 1500 feet east of West Truman Boulevard and is described as part of the Southwest Quarter of the Southeast Quarter of Section 4, Township 44 North, Range 12 West, Jefferson City, Missouri (Central Missouri Professional Services, Consultant). Mr. Barron described the proposal and explained that the applicant is requesting approval of an amended Preliminary PUD Plan in order to construct a two story building addition. He stated that the proposed addition would contain locker rooms on the lower level and a fitness room on the upper level. Mr. Barron explained that site improvements would be minimal, and includes the formalization of parking spaces along the former Alameda Drive and designation of an overflow parking lot. He stated that a gravel driveway serving the rear of the existing building would be slightly relocated to make room for the building addition. Mr. Barron explained that the previous PUD Plan identified an underlying zoning district of C-1 Neighborhood Commercial for the purpose of establishing allowed uses on the property. He stated that no change in the underlying zoning is proposed. Mr. Brian McMillian, Central Missouri Professional Services, 2500 E. McCarty Street, spoke regarding this request. Mr. McMillian distributed a visual depicting the proposed addition. He stated that the proposed addition will consist of 23,000 square feet. Mr. McMillan explained that the proposed addition would contain locker rooms on the lower level and a fitness room on the upper level. No one spoke in opposition to this request and no correspondence was received. Mr. Barron gave the Planning Division staff report. Mr. Wade gave the Engineering Division staff report. Mr. Nunn moved and Mr. Dutoi seconded to recommend approval of the Preliminary PUD Plan subject to comments and technical corrections by City Staff, to the City Council. The motion passed 8-0 with the following votes: Aye: Cotten, Deeken, Dutoi, Jordan, Lester, Nunn, Vaughan, Yarnell Case No. P14006 — 3327 American Avenue, Preliminary PUD Plan. Application filed by Trustees of the Missouri Bar, property owner, Office of the Chief Disciplinary Counsel, applicant, for a Preliminary PUD Plan to construct a two story office building consisting of 14,600 square feet. The property is located on the south side of American Avenue 600 feet east of Wildwood Drive and is described as part of the Northeast Quarter of the Southeast Quarter of Section 9, Township 44 North, Range 12 West, Jefferson City, Missouri (Central Missouri Professional Services, Consultant). Mr. Barron described the proposal and explained that the applicant is requesting approval of a Preliminary PUD Plan in order to construct a new building and parking lot. He stated that the applicant currently has their offices located in the neighboring building at 3335 American Avenue and is planning to continue to occupy this existing building. Mr. Barron explained that the building exterior will be a combination of brick masonry, cast stone, metal siding with a standing seam metal roof and asphalt shingles. He stated that staff recommends that an underlying zoning of C -O Office Commercial be established for the purpose of determining permitted uses. Mr. Brian McMillian, Central Missouri Professional Services, 2500 E. McCarty Street, spoke regarding this request. Mr. McMillian distributed a visual depicting the proposed new office building. He stated that the applicant is proposing to construct a two story office building consisting of 14,600 square feet. Mr. McMillian explained that there is sufficient room for growth at the proposed location. Mr. Wade gave the Engineering Division staff report. Mr. Dutoi moved and Mr. Nunn seconded to recommend approval of the Preliminary PUD Plan with the following conditions to the City Council: 1. An underlying zoning of C-O Office Commercial shall be established for the purpose of determining allowed uses; 2. Signage shall be in accordance with requirements for properties zoned C-O; 3. Compliance with comments and technical corrections by City Staff. The motion passed 8-0 with the following votes: Aye: Cotten, Deeken, Dutoi, Jordan, Lester, Nunn, Vaughan, Yarnell 7. Other Business A. Scheduled Reports --Environmental Quality Commission No report was given since Mr. Lester was absent for the February 18, 2014 meeting. B. Capital Area Metropolitan Planning Organization (CAMPO) Project Prioritization Process Ms. McMillan invited Commission members to participate in CAMPO's project prioritization process by completing two surveys. CAMPO is participating with the Missouri Department of Transportation to identify projects to be included in their Long Range Transportation Plan for the next 10 years. A public meeting will be held on March 25, 2014 in the Upper Level Conference Room of City Hall from 4:00 p.m. to 6:30 p.m. 8. Adjourn.
