Jefferson City Police Department
Personnel Board Meeting
January 14th, 2010
Present: Lt. Deric Heislen, Mr. Glen Costeles, Mr. Carlos Graham, Mr. Patrick Murphy,
Ms Gail Stope, Chief Roger Schroeder and Ms. Judy Dupuis
The minutes were approved as read. Motions were given by Mr. Murphy and Mr.
Graham.
Old Business: None
New Business: Mr. Graham requested the Chief to give the Board a hiring update. The
Chief explained that there are currently no vacancies. He did interview four candidates,
one of which is currently in the academy, Erin Kornberg. He indicated that the JCPD did
not have a major turnover rate and most of the vacancies came from retirements. He
stated that there was a growing number of police officers with over 6 years on the
department.
Chief Schroeder then gave the Board information on the promotional process. He advised
that the open, objective process began in November and had results in December. There
are a number of solid candidates with over 10 years of experience on the Department.
The Chief interviewed the candidates and he will present two candidates to the Mayor
and the City Council during their next session. Two individuals will be presented to the
Council, one for the promotional rank of Sergeant and one for Lieutenant.
Lt. Heislen stated that together with the Human Resource Department, they would be
advertising for the position of police officer in the newspapers and utilize other avenues
of recruitment, such as visiting current academy classes. They would present the JCPD
to persons not already represented by another police department.
Mr. Carlos Graham wanted to commend P.O. Ben Stowe for the very professional job he
did in handling a traffic accident, in which Mr. Graham was involved. Mr. Graham
advised that he was very impressed with his dedication and courteous demeanor.
The next meeting was tentatively set for February, 11th.
The Meeting was adjourned at 12:47 pm.
