The following members were in attendance: BOARD MEMBERS PRESENT Chris Ricks, Chair Donald Cline Ray Bledsoe George Minze Kelly Dillon Lisa Turner ABSENT: Curtis Creagh, Secretary Approval of October 13, 2011 Minutes STAFF PRESENT City Adm. Nathan Nickolaus Chief Roger Schroeder Lieutenant Derek Heislen H.R. Director Sara Trittler Ray Bledsoe moved and Don Cline seconded that the minutes for the October 13,2011, meeting be approved. Motion Passed. Old Business Chairman Chris Ricks welcomed new board member, Lisa Turner, and all board members introduced themselves. Chairman Ricks advised that by the Rules and Regulations of the Police Personnel Board officers need to be elected for the new year. Chris Ricks was nominated to serve another term as Chairperson. Don Cline moved he be elected by acclamation. Motion was approved by the Board. Chairman Ricks nominated Don Cline to serve as Vice Chairman. No other nominations came from the floor. By unanimous vote the Board elected Don - Cline as Vice Chairman. Curtis Creagh was nominated to serve as Secretary. By unanimous vote by the Board, he was elected Secretary. A discussion was held about how the City Charter addresses the hiring of police personnel. The Charter, in essence, implies that the Police Personnel Board should be involved in the hiring process of civilian personnel (such as, records clerks, secretarial personnel, evidence technicians, etc.) in the same manner as Board involvement with commissioned officers. The original intent of the Charter was to take out any political involvement of hiring police personnel. The process for hiring civilian personnel is handled mostly by Human Resources (City) and Police Department. The Board is advised of the opening of a civilian position and is kept abreast of the process, including who the qualified candidates are. The Board does not know any individuals by name. City Administrator, Nathan Nickolaus, advised that a change to the Charter will help clarify this, and it will be a ballot issue on the April 3, 2012 city election. Motion was made by Ray Bledsoe to table this issue until after the April election. Motion carried and passed by all six board members present. New Business Chief Schroeder and Lt. Heislen reported on the current hiring process. They are in the process of conducting interviews with seven possible hires from the last testing that was approved by the Board. There are currently four openings for Police Officer. All persons being interviewed are currently certified police officers in Missouri, and many have previous experience. There was a brief discussion between Chief Schroeder and the Board to assess the need for testing in May, 2012. If it is determined that testing is not necessary at that time due to the expense of advertising and testing materials, it was suggested that testing may be appropriate in September, 2012. The next scheduled meeting will be Thursday, April 5, 2012, at 12:00 Noon, in the Chief's conference room. The meeting was adjourned at 1:21 P.M.
