Police Personnel Board
Minutes—August 23, 2012
The meeting was called to order at 12:noon.
Nine persons attended as follows:

Following greetings and introductions roll call was taken, noting two board members not present:
Turner and Bledsoe. Turner arrived after roll call.
Approval of August 2, 2012 Minutes
It was moved by Minze and seconded by Cline that the minutes for the August 2, 2012 meeting be
approved. The motion carried.
Old Business
Update on JCPD Appreciation Day –Kelly Dillon highlighted a few of the logistical items detailed in the
report she handed out. The report essentially identified such things as: timing of event, persons
responsible for bringing particular food items, due dates, etc.
Animal Control Hiring Process Update – Lt. Heislen summarized the following issues, some of which
required more detailed discussion and vetting: 1) One animal control position is available for hire; 2) It
has been advertised with 70 applications received in response; 3) A formal process is not in place to
narrow the selection of persons to those selected for interviews. The board engaged in discussion at
length about how to proceed with eliminating persons to narrow the list of applicants. We discussed
possibly providing some form of testing as a measurement; however, concern was for the difficulty in
validating and proper test vetting to ensure it was both appropriate and legal. As a future action item,
Donald Cline volunteered to contact Mizzou’s Veterinary School to inquire about a likely test for vet
school technician that might be easily tweaked for our needs; other members were encouraged to
research other animal control departments to ascertain their methods for selecting personnel. More
important, JCPD is concerned with such attributes and background factors as: good character, animal
cruelty, criminal history, Dept of Revenue findings, driving convictions, valid driving license, etc. To
continue the current hiring process, Lt. Heislen will prepare a listing of all applicants, excluding
identifying information for particular applicants, to present to a smaller group of the board who wish to
come together at a future date. The listing will include information similar to what is submitted to the
board for selecting police personnel, i.e. job related experience, criminal history, educational level, etc.
However, without any test score measurements, it will not have ranking.
Care packages for deployed officers – Chris Ricks presented a letter of appreciation for each officer;
each board member present also signed the letter.
Other Business
Citizen’s Police Academy – JCPD is now soliciting for applicants. The academy is scheduled for
Wednesdays, Oct 3 – Dec 19 at 6-9pm. Any board member desiring to participate need only to apply.
Next meeting date – In lieu of the regular September 6th meeting, we held a meeting today primarily to
discuss issues and potential hiring processes for the Animal Control Section of the Police Department.
Therefore, the next meeting date is Wednesday, September 12, 2012, for the JCPD Appreciation Day
event.
No other business was discussed. The meeting was adjourned at 1:05pm.
