Police Personnel Board
Minutes—October 4, 2012
The meeting was called to order at 12:00 noon.
Nine persons attended as follows:

Following greetings, roll call was taken.
Approval of August 23, 2012 Minutes
It was moved and seconded that the minutes for the August 23, 2012 meeting be approved; the motion
carried.
Old Business
Crime stats –Chief Schroeder supplied the Board with a summary of the Jefferson City Crime stats for
the quarter ended June 30, 2012, with the understanding that if we desired greater detail, he would get
it for us. The summary reflects the major eight categories of crime for Part 1 as designated by the FBI:
murder, robbery, assault, rape, burglary, larceny, stolen autos, and arson. The other types of crime are
aggregated as all other crimes.
Update on JCPD Appreciation Day –The chair expressed his appreciation and those of others to the
Board for following through on the Day of appreciation, Sep 12, 2012, used to recognize the JCPD
department. It was well received.
Animal Control Hiring Process Update – Cline talked about his efforts in investigating a testing tool to
assist Lt. Heislen and others in finding and selecting a test needed in the hiring process.
Closed Sessions
A motion was made by Cline and seconded by Minze for the Police Personnel Board to go into closed
session to discuss a personnel matter pertaining to the hiring process for a new Animal Control Officer.

A motion was made by Creagh and seconded by Minze for the Police Personnel Board to come out of
closed session; the motion passed. Roll call was as follows:

A motion was made by Minze and seconded by Cline for the Police Personnel Board to go into closed
session to discuss a personnel matter as it pertained to a disciplinary matter. Roll call vote was as
follows:

Kelly Dillon – yes George Minze -- yes
Lisa Turner – yes
A motion was made by Minze and seconded by Bledsoe for the Police Personnel Board to come out of
closed session; the motion passed. Roll call vote was as follows:

Other Business
Logistics for the upcoming personnel appeal – The appeal date is set for Monday, October 15, 2012 at
1:30pm at City Hall. Board members also expressed concern that personnel files be available and that
person(s) bringing the appeal are informed of their right to have representation and witnesses present.
Next meeting date – In lieu of the regular meeting date, the next meeting is Thursday, November 8,
2012.
No other business was discussed. The meeting was adjourned at 12:43pm.
