Police Personnel Board
Minutes—November 8, 2012
The meeting was called to order at 12:00 noon.
Eleven persons attended as follows:

Following greetings, roll call was taken with Turner arriving subsequent to the roll call.
Approval of October 4 and October 15, 2012 Minutes
It was moved by Minze and seconded by Cline that the minutes for the October 4 be approved.
Similarly, it was moved by Kelly and seconded by Minze that the minutes of the hearing of October 15,
2012 meeting be approved as well. Both motions carried.
Old Business
Crime stats –Reminder to distribute crime stats for quarter ended Sep 30, 2012.
Update on packages to deployed officers – Dillon reported that the packet to Lt. Wilde went out
overseas to him. The package for Porter, who also worked with the DARE students before deployment,
is delayed waiting to include expressions from his students.
Update on residual funding from JCPD Appreciation Day – Ricks reported gross donations for this event
of $405 and expenses of $95.86, leaving a balance of $309.14 in an account at First Financial Credit
Union.
New Business
Establish Testing Dates – Reviewed a letter from Lt. Derek Heislen about potential dates for the
employment applicant testing. The academy will begin May 6, 2013 requiring testing to be done
sometime in Feb 2013. One officer position is believed open. Additionally, a communications
supervisor is possibly retiring in April 2013. If so, we would need to consider testing for communications
as well. Ricks will talk with Chief Schroeder to ascertain if there is a need to start recruitment.
Other Business
Roll call in Closed Sessions for the employment applicant review – Hilpert discussed a few ways of
taking roll during closed sessions for reviewing applicants in the testing phase of the employment
process. For brevity, he suggested that we aggregate all of those initially selected as ‘yes’ to move
forward and make one roll call vote while in closed session. Tangentially, Ricks talked about another
area that the board should or could be involved in the review process as being review of promotions.
Next meeting date –the next meeting is Thursday, December 6, 2012.
It was moved by Bledsoe and seconded by Minze for adjournment. No other business was discussed.
The meeting was adjourned at 12:22pm.
