POLICE PERSONNEL BOARD
MINUTES OF JANUARY 03, 2013
The meeting was called to order at 12:04 P.M. by Chairman Ricks. Roll call was taken,
and there were 6 Board members present, as follows:

Ms. Sarah Tritter, Human Resources Specialist
Chair requested that Ray Bledsoe take minutes in Secretary Creagh's absence.
APPROVAL OF NOVEMBER 8, 2012 MINUTES
It was moved by Minze and seconded by Bledsoe that the minutes of November 8, 2012
be approved. All 6 Board members present voted to approve the minutes.
OLD BUSINESS
Lt. Heislen reported that testing is set for Communication and Police Officers. The
testing for Police Officer will be January 9, 2013, at 9:00 A.M. There is only one session
due to lack of applicants.
Board Member Kelly Dillon reported that the plan to send Officer Porter, who is on
active military duty, notes and pictures from his students at Thomas Jefferson Middle
School has not been completed. She will attempt this again.
NEW BUSINESS
Item 1
Jeremy Cover, Asst. City Counselor, and Drew Hilpert, City Counselor, discussed with
the Board changes to be made to the Board's Rules and Regulations. A handout was
given. The biggest change to the Police Personnel Board's Rules and Regulations is the
appeal process. The Board will now use the personnel appeal process that is used in the
City Code.
It was discussed that changes need to be made to insure the City Code, City Regulations,
City Charter, and Police Board Rules and Regulations are not in conflict with each other.
Under the City Appeal Process, all police personnel will now be under City Code.
Personnel may request an open hearing in lieu of a closed hearing. Refer to City Code
26-28 Appeals.
After discussion and questions regarding the changes, a decision was made by the Board
to study and compare the present Rules and Regulations and have suggestions at the
February meeting. Asst. City Counselor, Jeremy Cover, will e-mail more information to
Lt. Heislen, who will forward the information to all Board members.
Item 2
As stated in the Police Personnel Board Rules and Regulations, Rule 1: "Officers shall be
elected at the first meeting in January of each year." Offic4are Chairman, Vice
Chairman, and Secretary. Nominations were taken from the floor, as follows:
Chris Ricks for Chairperson
Donald Cline for Vice Chair
Curtis Creagh for Secretary
A vote was taken by the Board on each position, and the vote was a maj ority of 6 votes
for each position. The slate was elected to serve for 2013.
Item 3
Chairperson Ricks called for a vote to adjourn. It was moved by Cline and seconded by
Bledsoe. Motion was unanimously approved. The meeting was adjourned at 12:35 P.M.
