Eleven persons attended as follows: BOARD MEMBERS PRESENT (6) STAFF PRESENT (4) Mr. Chris Ricks (Chair) Chief Roger Schroeder Curtis Creagh (Secretary) Lt. Derek Heislen Ms. Lisa Turner Sarah Trittler, Human Resources Specialist Mr. Ray Bledsoe Jeremy Cover, Assistant City Attorney Mr. George Minze Ms. Kelly Dillon BOARD MEMBERS ABSENT (1) Mr. Donald Cline (Vice Chair) Following greetings, roll call was taken with Turner arriving subsequent to the roll call. Approval of January 3, 2013 Minutes It was moved by Minze and seconded by Dillon that the minutes for January 3rd be approved. The motion carried unanimously with the 6 board members present voting approval. Old Business Recognition of re-appointment of Board members – Chief Schroeder acknowledged the re- appointment of Cline and Creagh to second terms that expire Jan 2016. Review of Proposed Changes to the Rules & Regulations of the Police Personnel – Attorney Jeremy Cover shared an overview of changes to the JC police charter that will essentially remove language to avoid duplication when compared to the police personnel board’s rules and regulations. New Business Recruiting More Applicants – The board engaged in discussion about various venues and strategies that might prove opportune for enhancing recruitment, some of which are currently being used to advertise and recruit, but probably could be used more effectively. These venues include Lincoln University, University of Missouri, and social networks, i.e. Face book. The impetus for this discussion is noting the recent lower turnout in applicants taking the exams for both the vacant communication and police officer positions than what has been the case in the more distant past. Before this becomes a serious issue, Lt. Heislen has proactively begun researching ways to improve accessing and informing the general public about vacancies. As one strategy for connecting with potential applicants, the Lieutenant discussed engaging in a pre- mentorship in which relevant information on a monthly basis leading up to testing is sent to persons who have expressed a desire to seek employment. This information would detail generally what is to be expected for the written exam and during the physical testing as a way of giving each potential applicant a “heads-up.” Another strategy discussed was to connect with personnel recently and honorably discharged from the military as an opportunity to attract persons that were familiar with a culture of physical discipline and training similar to what is maintained in the JCPD. Closed Session A motion was made by Minze and seconded by Turner for the Police Personnel Board to go into closed session pursuant to Sec. 610.021 of Revised Statues of Missouri; the motion passed. (All staff members, who were needed for the ensuing discussion, remained except Attorney Jeremy Cover.) Roll call vote was as follows: Chris Ricks – yes Donald Cline – absent Curtis Creagh – yes Ray Bledsoe – yes Kelly Dillon – yes George Minze – yes Lisa Turner – yes A motion was made by Ricks and seconded by Minze for the Police Personnel Board to come out of closed session; the motion passed. Roll call was as follows: Chris Ricks – yes Donald Cline – absent Curtis Creagh – yes Ray Bledsoe – yes Kelly Dillon – yes George Minze – yes Lisa Turner – yes Other Business None Next meeting date –the next meeting is Thursday, March 7, 2013.
