Eleven persons attended as follows: BOARD MEMBERS PRESENT (4) STAFF PRESENT (4) Mr. Donald Cline (Vice Chair) Chief Roger Schroeder Curtis Creagh (Secretary) Lt. Deric Heislen Ms. Kelly Dillon Sarah Trittler, Human Resources Specialist Mr. George Minze Jeremy Cover, Assistant City Attorney BOARD MEMBERS ABSENT (3) Mr. Chris Ricks (Chair) Ms. Lisa Turner Mr. Ray Bledsoe Following greetings, roll call was taken with. Approval of February 7, 2013 Minutes It was moved by Minze and seconded by Dillon that the minutes for February 7th be approved. The motion carried unanimously with the 4 board members present voting approval. Old Business Update on hiring – Lt. Heislen updated the board that six of nine viable candidates are certified by Peace Officer Standard Training (POST). While four positions are vacant and available to be filled, due to current budget concerns, JCPD has not been authorized to fill them. Speculatively, they may remain vacant up to a year. The board expressed concern about the impact it may have on service. Update on Proposed Changes to the Rules & Regulations of the Police Personnel – Attorney Jeremy Cover shared that the approval of the changes has not occurred, but probably would be held until after the April 2013 election and presented to the new City Council. Update on Recruiting More Applicants – Lt. Heislen updated the board on some of the things he has been doing to positively identify recruitment opportunities for JCPD. Some examples included: 1) attending Career Fair at Lincoln University in April; 2) attending Career Fair in Warrensburg; and 3) going to Ft. Leonard Wood. New Business Current Budget Status – Chief Schroeder shared remarks and his perspective of the current budget situation as it relates to JCPD. He said the council suggests an 8% reduction which equates to 10 people. Unsure if this will come to fruition, he believes such a reduction would have an undesired impact on the department. Other Business None Next meeting date –the next meeting is Thursday, April 4, 2013. It was moved by Minze and seconded by Dillon for adjournment. The meeting was adjourned at 12:30pm.
