Police Personnel Board
Minutes—October 3, 2013
The meeting was called to order at 12:00 noon.
Nine persons attended as follows:

Following greetings, roll call was taken.
Approval of July 18, 2013 Minutes
It was moved by Cline and seconded by Minze that the minutes for the July 18 meeting be approved. The
motion carried unanimously.
New Business
Hiring process – Chief Schroeder advised we have five final candidates from the last hiring pool and five
vacancies that the city has approved to be filled. Although the Chief feels that all five are strong
candidates, he said previous statistics would say that it is unlikely that all five would pass the final testing
and interviews. Chief Schroeder indicated that the five remaining candidates represented a group that
would help us maintain our diversity.
Lt. Heislen stated that he had spoken with Capt. Rice at the Highway Patrol Academy and they indicated
that it was likely they would not continue with the basic class for the near future due to issues with
delinquent accounts. This will impact our options for training non-commissioned officers.
With more testing on the horizon, Ricks asked Ms. Trittler to look at the new test she recently researched
to determine cost and availability for our next testing session.
Probationary period – Jeremy Cover was present to discuss possible changes to the probationary period
for new employees hired as officers but who have not yet been commissioned. Cover advised that he did
not recommend starting the probationary period after commissioning because the new hire would not be
covered under probationary terms during their law enforcement training. Cover also reminded the Board
that after the standard one year of probation, an employee’s probationary period can be extended another
six months at the request of the Chief.
Chief Schroeder expressed a strong desire to maintain the one year probation for all staff of JCPD,
including non-officers, due to the inherent security and safety concerns that are a part of employment with
law enforcement. In addition to that, he would like to see those hired as non-commissioned officers begin
their probationary period upon hiring and continue for one year after they are commissioned. Chairman
Ricks agreed with this perspective and asked Cover to present this suggestion to Gail for consideration.
Ms. Trittler reminded the Board that any change to the Articles of the City Ordinance would have to go
before the City Council.
Old Business
JCPD Appreciation Day – Dillon advised that she is contacting the News Tribune regarding an ad to
thank the members of the community that donated to the event. She will also draft a letter to these
businesses and work with Kay to disseminate the same.
Chief Schroeder expressed his appreciation for the Board’s effort in hosting the event and advised he had
received much positive feedback from his staff.
Other Business
Next meeting date –the next meeting is Thursday, November 7.
It was moved by Cline and seconded by Minze for adjournment. No other business was discussed. The
meeting was adjourned at 1:00pm.
