Police Personnel Board
Minutes—April 3, 2014
The meeting was called to order at 12:10 pm.
Nine persons attended as follows:

Following greetings, roll call was taken.
Approval of March 6, 2014 minutes
It was moved by Cline and seconded by Derks that the minutes for the March 6th meeting be approved. The motion was
carried unanimously.
Old Business
Probationary period – Jeremy Cover provided an update as to the status of the proposed changes to the articles of the
city ordinance. This new bill, if passed, will require those officers requiring law enforcement training before being
commissioned as an officer, to have the one year probation period start from the date in which the employee is
commissioned as an officer. The matter is due to come before the City Council at the April 7 and 21 meetings for final
approval.
Hiring Update – Chief Schroeder announced that four police officer candidates were offered conditional employment.
Two candidates are POST certified and two will be going to the academy which starts in May and lasts approximately 15
weeks. Three candidates for communication positions were offered conditional employment.
Chief Schroeder was very pleased with the outcome of the interview process and the ability to fill the vacancies with well
qualified candidates. He went on to explain that on average there is a 7.8% turnover rate, which is considered very low
compared to other cities. With this rate of turnover, we would need to hire about five people every six months.
The next proposed officer testing date will be June or July, 2014.
Lt. Heislen advised that review of the last test scores for the police officer candidates showed higher scores compared to
the past tests, which gave the department a larger selection of qualified candidates for the interview process. The new
communications tests had a lower passing grade, but information provided by the test publisher indicated that the scores
we saw on these tests were within their average range. It was agreed that the new tests were a success and the Board will
continue their use.
New Business
Resignation of Board Member – Don Cline announced his resignation from the Board.
Introduction of new city administrator - The new city administrator, Steve Crowell was in attendance and welcomed by
the Board. Members are looking forward to working with Mr. Crowell during their term of service to the city.
Appreciation Day-Ms. Dillon announced that the Police Department Employee Appreciation Day will be held in
September this year. Rick Derks will Chair this event and all Board members are encouraged to offer assistance.
Next meeting date –The next meeting is Thursday, May 1st, 2014.
It was moved by Cline and seconded by Ms. Dillon for adjournment. No other business was discussed. The meeting was
adjourned at 12:43 pm.
