The meeting was called to order at 5:30 p.m.; roll call was taken- a quorum
was affirmed.
Allen Pollack gave a brief overview of the TIF Commission. The meeting was
turned over to Larry Kolb and Steve Rollins to discuss the redevelopment of the
100 Block of E. Dunklin. They outlined the current condition of the buildings
and their renovation plans that include the historic preservation of several
buildings. Currently a National Register application for historic tax credits for
part of the block as the Munichburg Commercial Historic District has been
submitted.
The developers discussed the need for public improvements including: streets,
sidewalks, curbs, gutters, new lighting, stormwater repairs and parking lot
upgrades. They indicated that the current infrastructure and building
conditions fit the definition of blight as a consideration for TIF financing. They
also stated that without TIF funding they could not proceed with the
redevelopment.
The TIF Commission unanimously elected Ski Mariea as Chairman and Garry
Taylor as Vice Chairman.
The Commission discussed the criteria that must be met for TIF plan approval.
A timeline and procedure was outlined. A motion was made by Jon Schnitzler
that the redevelopment plan as outlined for the 100 Block of E. Dunklin
appears to be eligible for TIF consideration under the blight criterion and that
the developers should proceed with a plan; seconded by Chris Wrigley. Motion
passed unanimously.
Chairman Mariea requested that the developers come back to the Commission
and described specifically the boundaries of a proposed TIF area.
The meeting adjourned at 7:05 p.m.
