The meeting was called to order at 5:30 p.m.; roll call was taken- a quorum
was affirmed. The minutes from the April meeting were approved.
Phil Freeman again spoke on behalf of expanding the designated TIF area
beyond the 100 block of E. Dunklin Street and expressed support of the East
Dunklin Street Project on behalf of the Old Town Revitalization Company . Mr
Freeman presented a support letter from the Old Town Revitalization Company
to the Commission. The five-block area was recommended for designation as a
TIF Area including the corner of Monroe and Ashley Street. An amended map
was distributed and approved for consideration.
Steve Rollins, developer of 100 block of E Dunklin, presented the information
about the public improvements requested for TIF reimbursement. Curbs,
gutters, lighting, landscaping, parking lot and storm water improvements were
discussed in detail; preliminary drawings were distributed. Larry Kolb,
developer of 100 block of E. Dunklin, outlined the benefits and financial
projections to show the increment – sales tax and property tax – anticipated.
Nathan Nickolaus cited that the proposal should project new income in 2010
not 2009. It was agreed to amend the proposal to reflect that change. The
Commission agreed that the blight requirements have been met. The TIF
attorney provided a checklist that was distributed to demonstrate that the
statutory requirements were met as required by TIF.
Ski Mariea moved to approve the plan as presented and set a date for a pub lic
hearing, seconded by Bill Dallmeyer. The motion was approved unanimously.
The public hearing is set for October 15 at 5:30 p.m. Staff was directed to
proceed with the public notice requirement. The Commission requested a
financing letter and a clearance letter from the TIF attorney.
The meeting adjourned at 6:45 p.m.
