A quorum was present at this tim e. 1.Introductions No form al introductions were made. 2. Acceptance of the December 4, 2008 meeting minutes A m otion was m ade by Mr. Raub, seconded by Mr. Prather to accept the Decem ber 4, 2008 meeting m inutes. All in favor, minutes approved 3.New Business 1. Request for no parking on one side of the street of Lexington Drive. M r. S m ith gave a staff report a nd note d th is is a new ly annex ed area to the C ity. U pon look ing at this area staff recom m ends denying this request. Ms. Libbert spoke on her opposition of the request and stated street parking is very im portant in this neighborhood. She stated her concern for the safety of the children in the area and fears if park ing is rem oved on one side cars will start speeding on the street. After som e group discussion a motion was m ade by Mr. Hughes to m aintain parking on both sides of Lexington which was withdrawn. A new m otion was m ade to accept the request to rem ove parking on one side of Lexington by Mr. Hughes, seconded by Mr. Prather. All were opposed, request was denied. Transportation and Traffic Commisson Page 2 February 11, 2009 2.Request for a No Parking yellow curb to be painted at the corner of North Lincoln and Hough Street. Mr. Sm ith gave a staff report on this request. He com m ented that this was a well established neighborhood in the C ity. C urrent c ity ordinance pro h ib its pa rk ing with in 30 fe e t o f a s top s ig n and with in 15 feet of a fire hydrant. Ordinance also prohibits parking large trucks along the street in any residential area. Staff recom m ends to paint the curb yellow to denote the current ordinance of no parking within 30 feet of a stop sign and within 15 feet of a fire hydrant. Mr. Steinm an spoke on this request of his issues and concerns for the neighborhood. He m entioned he does have a big truc k park ed on th e street a nd w ill get it m oved. H e would apprec iate if th e city would paint the curb. Ms. Kroll spoke of the difficulty to see around the truck and m aking the turn at the corner. She is concerned with the children playing in the area. Group discussion occurred am ong the mem bers of the com m ission. After com m ents and questions a m otion was m ade by Mr. Yarnell that staff mark the curb yellow according to current ordinance, seconded by Mr. W ashburn. All in favor, m otion passes. 3.Request for No Parking on one side of Red Oak Drive. Mr. Sm ith gave a staff report. This is a relatively new street in the City and is approxim ately 28 feet wide. Due to the steep roadway, the Street Division is having som e difficulty plowing snow. Staff recom m ends rem oval of parking on one side which will m ake this street in com pliance with current ordinances. Staff recom m ends to rem ove park ing on the east side of the street. Ms. Curtiss spoke on the request stating she was more in favor of the request to remove parking on one side. She noted it is difficult driving on Red Oak com ing off of Southridge with parking on both sides. After som e discussion am ong m em bers of the com m ission a m otion was m ade by M r. Fitzwater to remove parking on the east side of Red Oak Drive, seconded by Mr. Prather. All in favor, m otion passes and w ill go before th e C ity C ounc il. 4.Old Business Mr. Sm ith inform ed the com m ission the previous request for No Parking on Adam s Street was placed on the Councils inform al calendar. A concern was voiced by a rental property owner that they did not receive notice. Mr. M edin wante d to k now if th e com m ission wants to pursue with th e request or re view again before this com m ission. The com m ission decided to go forth with the request to the Council as voted on. Staff was ask ed to draft a m emo to the Council m embers. 5.Other Business a) Mr. Sm ith wanted to let the com m ission mem bers know the noticing requirements to property owners in the areas of the request have changed. W e now are m ailing notices to the property owners and any residents of the buildings pertaining to the request. W e will be keeping the agenda item request deadline the sam e as was before even though the m eeting dates have moved back a week. This will allow enough tim e to prepare the m ailings and send them out. b) Mr. Sm ith asked the com m ission m em bers how they would like to receive comm ents pertaining to the requests for the m eetings? He does not want to overwhelm them with paperwork right before a m eeting. Som e suggestions were to notify them of the m aterial when they receive their phone call prior to the meeting or send by email when comm ents are received. Ms. Haslag will now start em ailing the com m ents and inform ing them by phone call of m aterials prior to start of m eeting. Transportation and Traffic Commission Page 3 February 11, 2009 6. Adjournment W ith no other business, a m otion to adjourn was m ade by M r. Prather, seconded by M r. Fitzwater and the m eeting was adjourned at 9:02 a.m .
