A quorum was present at this tim e. 1.Introductions No form al introductions were made. 2. Acceptance of the February 11, 2009 meeting minutes A m otion was m ade by Mr. Raub, seconded by Mr. Fitzwater to accept the February 11, 2009 m eeting minutes. All in favor, minutes approved 3.New Business 1. Request to increase the parking time limit for the 30 minute metered spaces in the 200 block of Adams Street. (Requestor: Brenda Rathmann) Mr. Sm ith gave the staff report and spoke on the area of the request in the 200 block of Adam s. In June of 2000, this comm ission looked at this issue pertaining to changing the m etered spaces to 15 or 30 m inute m etered s pac es . T he C om m ission at the tim e voted to m ak e th e m 30 m in u te m ete re d spaces. T here are currently 6 s pac es th at a re m etered for 30 m inute s th e rem ain d e r of the blo c k is m e tered fo r 2 ho u r. S ta ff believe s it w o u ld be less confus ing to have th e entire block be cons istent w ith all the m etered spac es being 2 hour and sta ff is in support of this request. Ms. Rathmann and Mr. Rodgers both spoke in favor of the request. They believe it would be less confusing and helpful to their custom ers. After a brief discussion am ong the com m ission m em bers a m otion was m ade. Mr. Fitzwater m ade a motion to m ake a change of parking in the 200 block of Adam s Street to 2 hour m etered park ing, seconded by M r. K elly. A ll in favor, m otion approved. T his will go before the C ity C ouncil. Transportation & Traffic Commission March 11, 2009 Page 2 2.Request to eliminate approximately two parking spaces on the west side of M onroe Street just north of the entrance to the Capital Region Parking Lot to increase sight distance while exiting the lot. (Requestor: Betty Richey) Mr. Sm ith gave a staff report on the request. Monroe, in this location, is a one-way street going Northbound. Park ing in the area is m ainly used by and for C apital R egion H ospita l. Sta ff is hes itant to rem ove any park ing in the area and therefor recom m end to deny this request. There was a brief discussion am ong the com m ission m embers. It was mentioned that there was not a high volum e of traffic in this area. After discussion a m otion was m ade by Mr. W ashburn to m ove to approve the request, seconded by Mr. Hughes. All opposed, m otion was denied. 4.Old Business M r. S m ith inform ed th e com m ission m em bers th e S c hool Z o n e stu d y will be brought back to th e com m ission in the near future. Mr. Ahlers asked Councilm an Medin about the parking issue in the 700 block of Adams Street and if Council has approved. M r. Medin inform ed the m em bers that C ouncil did approve the request. Mr. Kelly asked how the parking study was com ing along in the South side and East side. M r. Sm ith and M r. Morasch noted it is being brought before the Public W orks and Planning Com m ittee. 5.Other Business T he C om m ission m em bers look ed over th e sheet of item s th at were sent to C ity C ouncil. Mr. Hughes brought up a concern with the speed posting signs on Ellis Boulevard near the Golf Course. 6. Adjournment W ith no other business, a m otion to adjourn was m ade by M r.
