HomeMy Public PortalAbout1996-4RESOLUTION NO. 19964 A RESOLUTION AUTHORIZING AN INTERLOCAL AGREEMENT • FOR MAINTENANCE OF BRIDGES (AMENDING RESOLUTION 1994 -24) WHEREAS, the Common Council of the City of Greencastle, Indiana, desires to reach an agreement with the Putnam County Commissioners as to the maintenance of bridges; and WHEREAS, the Common Council heretofore passed Resolution 1994 -24 which shall hereafter be of no effect: and 3; and WHEREAS, certain proposals have been suggested as to a compromise use of funds generated by I.C. 8 -16- WHEREAS, it is in the best interest of the City and of the County to expeditiously resolve bridge maintenance issues in a consistent manner. BE IT THEREFORE RESOLVED, that the Common Council of the City of Greencastle, Indiana, enter into an interlocal agreement with the County for the maintenance of bridges in the city pursuant to the following guidelines: 1. Bridges and culverts should be divided into three (3) categories, with responsibility for maintenance, design and reconstruction to be as follows: a. Small Structures - • (1) Definition - Small structures are defined as structures having a waterway opening of 12.5 square feet or less, which is approximately the area of a pipe structure of 48 inches in diameter or less. (2) Responsibilitv - Under this agreement, small structures will be the responsibility of the city /town. b. Intermediate Structures - (1) Definition - Intermediate structures are defined as those with a waterway opening of more than 12.5 square feet, but do not qualify as bridges as defined by the National Bridge Inspection Standards (NBIS). Under the NBIS definition, a bridge is a structure with a span of 20 feet or more. (2) Responsibilitv - Under this agreement, intermediate structures would be the joint responsibility of the city /town and the County. The sharing of these costs for these structures would be agreed upon and authorized for each project on an individual basis. C. Large Structures - (1) Definition - Large structures are defined as those that meet the NBIS criteria for bridges. All of these structures should be included in the FHWA Bridge Inspection Program and included in the County's Bridge Improvement Plan. (2) Responsibilitv - The responsibility of large structures shall be that of the County. • 2. The County shall not be responsible for storm sewers, regardless of size. 3. Storm sewers are distinguished from culverts in that the storm sewer system is enclosed and the culvert system is open and normally, storm sewers have catch basins at one or both ends. 4. Culverts are characterized by open channel flow in both the upstream and downstream directions and are used primarily to convey drainage under the roadway.
