Jeff Stiefermann, JCPD Councilman Ron Medin Staff Members Present Matt Morasch, Deputy Director for Public Works Britt Smith, Division Director for Streets/Parking Angie Haslag, Administrative Technician Todd Logan, Street Department Drew Hilpert, Associate City Counselor Guests Pamela Martin - New Business #1, Joe Martin - New Business #1 The meeting was called to order by Vice Chairman Hughes at 8:00 a.m. A quorum was present at this time. 1. Introductions Introduction was made of the new member to the commission, Mr. Mikeal Louraine, who is replacing Mr. Bill Yarnell. Mr. Louraine introduced himself to the commission and gave a little background on himself. Introduction of all the present commission members were then made. 2. Acceptance of the May 13, 2009 meeting minutes A motion was made by Mr. Washburn, seconded by Mr. Wall, to accept the May 13, 2009 meeting minutes. All in favor, minutes approved 3. New Business 1. Request for a four-way stop or traffic light control be put in place at Atchison Court and Moreau Drive. (Requestor: Pamela Martin) Mr. Smith gave a staff report to the commission members. He noted a traffic count was conducted in the area. The volume of traffic in this area does not warrant the installation of a 4-way stop. A review of traffic accidents in the area was done and no accidents were reported within the last two years. Staff does not support the 4-way stop at this time. Ms. Martin spoke before the commission on the reason for her request. She is concerned for the safety of the children in the neighborhood due to cars traveling at a high rate of speed. There is a curve in the road which Transportation & Traffic Commission July 15, 2009 Page 2 also makes it difficult to pull out of driveways. Mr. Martin also spoke on his concerns for safety. He commented there is a school in the area and is concerned for the children’s safety. He would like something done to slow down the traffic. A group discussion was held among the commission members. It was noted the curve on Moreau Drive is also slightly down hill. Moreau and Clark are main arterial streets and serve a lot of local traffic. Sgt. Stiefermann will schedule some enforcement to take place in the area to slow drivers down. A question of signage was presented to see if anything could be changed. Mr. Medin commented the s peed could be slowed down anywhere in that area and suggest the solution is bigger than one block. Staff will take a look at additional signage and do a speed study in the area and JCPD will conduct enforcement in the area. A motion was made by Mr. Raub to approve the request, seconded by Mr. Fitzwater. All opposed, motion fails. 2. Parking and traffic control changes for the Stadium, Lafayette and Leslie intersection roundabout project. (Requestor: City Staff) Mr. Smith gave a staff report on the roundabout at Stadium, Leslie and Lafayette that is currently under construction. Leslie was a two lane with no parking. Staff received some request to allow parking on the South side of the street. Stadium and Lafayette were not able to be widened to allow for a b ump out for parking on Lafayette near the intersection. Staff’s request is in favor of removing the parking as shown on visual and enact the yields signs. Group discussion among the members was held. A question on why this commission needs to vote on the request if the City Council has already approved the design. It is mainly to notify the commission members and is a City practical standard. The number of parking spaces lost on Lafayette was also a concern and Mr. Smith informed the commission that approximately 10 spaces were lost but with the addition of the Leslie Street parking there is a net gain of parking spaces. A motion was made by Mr. Fitzwater to approve the traffic control and parking restriction as staff has presented to enact the yields entering the roundabout and to make the necessary parking changes, seconded by Mr. Wall. All in favor, motion passes. 4. Old Business 5. Other Business No other business was discussed. 6.
