Jeff Stiefermann, JCPD Councilman Ron Medin Staff Members Present Pat Sullivan, PE, Director of Community Development Matt Morasch, Deputy Director for Public Works Britt Smith, Division Director for Streets/Parking Todd Logan, Street Department Drew Hilpert, Associate City Counselor Guests Rosa Ruiz, News Tribune The meeting was called to order by Chairman Ahlers at 8:00 a.m. A quorum was present at this time. 1. Introductions 2. Acceptance of the July 15, 2009 meeting minutes A motion was made by Mr. Washburn, seconded by Mr. Wall, to accept the July 15, 2009 meeting minutes. All in favor, minutes approved. Mr. Louraine was absent for this vote. 3. New Business 1. Item withdrawn from agenda *(Mr. Louraine arrived at this time (8:05 a.m.). 2. Southside Parking Study Recommendations (Requestor: City Staff) Mr. Morasch gave a presentation on the parking study done by staff. He explained staff did have meeting with stakeholders in the area and had only one negative comment. Staff recommends changing the time limits on Dunklin and Jefferson Streets and reducing the cost of leased spaces on Madison Street lot. Mr. Smith explained to the Commission the short term parking would be a two hour time limit. A motion was made by Mr. Fitzwater, seconded by Mr. Prather, to accept the staff recommendations for changes in parking. All in favor, motion approved. 4. Old Business 1. Traffic Study results in the Atchison Court and Moreau Drive area Mr. Smith explained staff completed a study in the area and have added eight additional speed limit signs along the Moreau Drive/Clark Avenue corridor. Sgt. Stiefermann stated JCPD conducted enforcement in the area and reported four traffic stops were made and two citations issued during enforcement periods. 5. Other Business There was discussion between Commission members and staff regarding signage and maintenance inside the roundabout at Stadium Boulevard and the two roundabouts off East McCarty at the new Walmart. Mr. Smith informed the Commission that Lincoln University is responsible for Stadium Boulevard and Walmart is responsible for those on East McCarty. 6.
