The meeting was called to order by Chairman Ahlers at 8:00 a.m. A quorum was present at this time.
1. Introductions
Sgt. Jeff Stiefermann informed the Commission that this was his last meeting and that he enjoyed the six
years he spent as the liaison. Sgt. Stiefermann then introduced Sgt. Doug Ruediger as the new liaison. Sgt.
Ruediger then spoke and told the commission members a little about his years with the JCPD.
2. Acceptance of the March 16, 2011 meeting minutes
A motion was made by Mr. Washburn to approve the March 16, 2011 minutes as written, seconded by Mr.
Prather. All in favor, minutes approved as written.
3. New Business
a) Request to institute a 4 hour time limit for the parking areas on Lafayette Street north of State
Street.
Mr. Smith gave a staff report of the parking in the area currently. At this time no time limits are set for the
parking spaces and staff is in support of the request for the 4 hour time limit.
Mr. Picker then spoke on the success of the Prison Tours, which have greatly expanded, and the need for the
parking spaces.
Group discussion among the members took place with discussion on possible future parking needs in the
area. A motion was made by Mr. Louraine to approve the request and staff s recommendation, seconded by
Mc. Washburn. All in favor, motion carried. This item will go before the City Council.

b) Request for a stop sign near the intersection of Clark Avenue and Dunklin Street.
Mr. Smith gave a staff report of the area for the request and noted its odd geometry at the intersection. Mr.
Smith noted that no traffic counting was done in the area and spoke of possible ideas for the intersection. He
then informed the members that staff does not recommend in favor of the request.
Group discussion among members took place with concerns of accidents in this area. Mr. Smith stated that
staff will contact the requestor to see if any further study at the intersection is warranted.
A motion was made by Mr. Louraine to approve the request, seconded by Mr. Washburn. All opposed, motion
failed.
c) Request to repeal the ordinance for the yield sign on Skyview Drive at Eastwood Drive.
Mr. Smith gave a brief staff report. He noted the yield sign is no longer needed and the Street Division has
removed it. The request is to fix the ordinance to reflect that action.
A motion by Mr. Prather was made to accept the request, seconded by Mr. Kelly. All in favor, motion carried.
4. Old Business
a) Update on Immaculate Conception School pick up and drop off procedure.
Mr. Smith informed the members that he and Mr. Ahlers met with school officials to discuss the concerns. He
noted that staff plans to meet again with the school this summer to discuss possible ideas.

A motion was made by Mr. Raub and seconded by Mr. Louraine to adjourn the meeting at this time (8:28
a.m.), motion carried.
