Todd Logan, Street Division Angie Haslag, PW Admin.Technician Guests Gary McElvea, Mike Ludwegen, Randy Scherr July 2010 - June 2011 Attendance 7 of 7 3 of 7 4 of 7 6of7 7of7 6 of 7 7 of 7 7 of 7 3of7 The meeting was called to order by Chairman Ahlers at 8:00 a.m. A quorum was present at this time. 1. Introductions No formal introductions were made. 2. Acceptance of the June 15, 2011 meeting minutes A motion was made by Mr. Prather to approve the June 15, 2011 minutes as written, seconded by Mr. Raub. All in favor, minutes approved as written. 3. New Business a) Request to designate a downtown resident parking program. Mr. Smith gave a staff report informing the commission members that the City is currently operating a pilot program offering free parking in metered spaces to tenants to encourage developers to furnish upper level apartments. He noted staff would like to put a parking zone into code and create an ordinance to back up what the pilot program has been doing. The program is currently free and staff is proposing to charge $30.00 per month. Guests present were allowed to speak on the issue and of their concerns. Mr. McElvea believes it would be good revenue but may deter downtown living. He recommended more permits be allowed per living space because most spaces are at least two bedrooms. He also informed the commission members that most living in the {downtown area have signed leases which include the free parking. A copy of Mr. McElvea's concerns is on file. Mr. Ludwegen spoke on the issue and agreed with the points Mr. McElvea presented. Mr. Scherr then spoke and suggested_ to the commission members that a survey of the current permit holders be done to see how the permits are being used. Transportation and Traffic Commission August 10, 2011 A lengthy group discussion among the members and staff took place. Questions arose on how many metered spaces were available, vehicle type restrictions and parking zone boundaries. The members agree there are many questions left to be answered and proposed to table the issue. A motion was made by Mr. Washburn to table the issue until the September meeting, seconded by Ms. Germann. All in favor, motion carried. This item will be brought back at the September 14, 2011 meeting. 4. Old Business No old business 5. Other Business Mr. Ahlers asked Mr. Smith how the E. McCarty Street and Lafayette Street projects were coming along. Mr. Smith updated the members that both E. McCarty and Lafayette Street were going well. He mentioned the second phase of E. McCarty will soon be going out for bid. 6. Adjournment A motion was made by Ms. Germann to adjourn, seconded by Mr. Hughes. The meeting was adjourned at 9:10 a.m., motion carried.
