Doug Ruediger, JCPD (arrival time 9am) Staff Members Present Britt Smith, Division Director for Streets/Parking Drew Hilpert, Law Department Matt Morasch, P.E. Angie Haslag, Administrative Assistant Glenna Vernon, Administrative Technician Guest Madeleine Leroux (News Tribune), Carolyn McDowell (Business Owner, Item C) and Jay Huhn (Representative of Missouri Ophthalmologist Association, Item Q. The meeting was called to order by Chairman, Ahlers at 8:00 a.m., and a quorum was present at this time. 14 Introductions Chairman, iWers, welcomed everyone to the meeting, and first announced, Angie Haslag accepted another position within the City of Jefferson, and will no longer be assisting with the Transportation and Traffic Commission; he extended a sincere thank you for all her hard work and extended best wishes. Glenna Vernon was then introduced as the replacement for Angie Haslag. 2. Acceptance of the September 14, 2011 meeting minutes with no revisions. A motion was made by Ernest Raub to approve the September 14, 2011, minutes as written, then seconded by Rick Prather. All in favor, minutes approved as written. Transportation and Traffic Commission November 16, 2011 3. New Business a) Request to lower the speed limit on Lewis and Clark Drive. (Requestor: Sgt. Patrick McCutchen) Mr. Smith gave a staff report and indicated Lewis and Clark Drive is a street owned and maintained by the city even though, mostly utilized for the Lewis and Clark school. A group discussion among the members and staff took place. With no further discussion, a motion was made by Barbara Germann to accept the city staff recommendation by lowering the speed limit to 20 mph and seconded by Kevin Kelly. All in favor, motion carries. b) Request to remove the loading zone on the east side of the 100 block of Bolivar Street. (Requestor: Staff) Mr. Smith gave a staff report. With very little discussion a motion was made by Bill Washburn to approve, seconded by Michael Hughes. All in favor, motion carries. c) Request to remove parking meters from the 300 block of Jefferson Street. (Requestor: Councilwoman Carrie Carroll) Mr. Smith first informed the members, he was unable to prepare a staff report or study the area for this agenda item prior to meeting time, as it was added to the agenda shortly before this meeting date. Councilwoman Carrie Carroll was unable to attend the meeting, however, an email was submitted to Mr. Smith, in which was shared with all members of the staff for review. Ms. Carolyn McDowell was a guest present at the meeting. Chairman Ahlers offered her the opportunity to speak. Ms. McDowell, briefly introduced herself and indicated she has been a business owner for 45 years and currently has a business in the 300 block of Jefferson Street. She has requested, a review/study be performed by a group/committee of individuals whom are acquainted with the parking and usage of the downtown area. Mr. Jay Hahn, with Missouri Ophthalmologist Association was also in attendance, and is also a business occupant in the 300 block of Jefferson. He indicated, he was only present to listen to the discussion, but at this time, is neutral on this issue. A lengthy discussion among the commission member then took place. In closing of the discussion, Mr. Smith indicated he would like to prepare a report and look at the area of concern. A motion was made by Kevin Kelly to table the agenda item until the December meeting so a staff report could be completed, and Rick Prather seconded the motion. Transportation and Traffic Commission November 16, 2011 4. Other Business Proposal of the 2012 calendar year meeting dates for the Transportation and Traffic Commission was reviewed. Mikeal Louraine made a motion for approval and Rick Prather seconded the motion. All in favor, motion carries. 5. Old Business Staff gave an update of the status of the downtown residential parking issue which is currently before the City Council.
