The meeting was called to order by Chairman Jeff Ahlers at 8:00 a.m., and a quorum was present at this time. 1. Introductions No formal introductions made. 2. Acceptance of the November 16, 2011 meeting minutes. Mikeal Louraine and Ernest Raub requested two revisions be made. A motion to accept with revisions was then entered by Rick Prather, and seconded by Barbara Germann. All in favor minutes approved as amended. 3. New Business a) Request to add stop signs at the intersection of East Miller Street and Vetter Lane. (Requestor: Citizen) Mr. Britt Smith gave a brief overview and report. Smith stated this intersection is in an older, well-established neighborhood. Smith stated, he placed traffic counters at the intersection; however, a malfunction occurred during the study and only three of the four legs of the intersection were recorded. With results calculated, Smith Transportation and Traffic Commission December 14, 2011 reported each day 300-400 vehicles travel from the East Miller Street (East/West route) and 700 vehicles from the Vetter Lane (North/South route). Also, Smith shared an accident study that was completed between calendar years of 2007-2008 which found three intersection related accidents that occurred at this location. Smith added, staff would recommend stop signs on each side of East Miller and make an all -way stop to control traffic. A group discussion among the members and staff took place with discussion of options at the intersection. A motion was made by Barbara Germann to add a four-way stop at Miller and Vetter Lane, Ernest Raub seconded the motion. Motion carries by the following vote: Aye: Chairman Ahlers, Barbara Germann, Michael Hughes, Mikeal Louraine, Rick Prather, Ernest Raub, and Bill Washburn. Nay: Kevin Kelly and Ron Fitzwater b) Request to add stop sign at Buckingham Park and Leeds intersection. (Requestor: Citizen) Chairman Ahlers indicated the requestor was unable to attend the meeting and asked to postpone the agenda item until the next Traffic and Transportation Meeting. A motion to table this topic was made by Chairman Ahlers and seconded by Bill Washburn. All in favor, motion carries. c) Request to discontinue two-hour parking limit in the 500 and 600 block of East High Street. (Requestor: Citizen) Mr. Smith gave a staff report and a general overview of the area stating this was an older section of the downtown with mix uses of commercial and residential area. Staff recommends working together with the neighborhood owners and residents to find a solution that works for everyone. Many guests were present in order to voice their concerns and opinions in regards to this area which included parking issues with customers and tenants, the two- hour parking limit, and enforcement. After a very lengthy discussion, a motion was made by Chairman Ahlers to discontinue the two-hour parking limit in the 500-600 block of East High Street, and seconded by Michael Hughes. The motion failed with the following vote: Aye: none Nay: Barbara Germann, Michael Hughes, Kevin Kelly, Mikeal Louraine, Rick Prather, Ernest Raub, Bill Washburn, and Ron Fitzwater. Abstained: Chairman Ahlers Transportation and Traffic Commission December 14, 2011 4. Old Business a) Request to remove parking meters from the 300 block of Jefferson Street. (Requestor: Councilwoman Carrie Carroll). Mr. Smith gave a staff report. Smith indicated he believes this area has experienced some changes and growth which in return has caused some growing pains. Smith feels the main issue may be to adjust the time frame and find a solution to best fit the neighborhood. Staff would not recommend removal of the parking meters but would support an adjustment of the time limit of the meters if requested. "Please note: Councilwoman Carrie Carroll was not present during this agenda item. Guests were present in order to voice their concerns and offer suggestions of what they felt would be a positive step to eliminate the parking issues. Decreasing the time was discussed instead of removing the meters completely. After a lengthy discussion, it was decided to split the request and vote on the initial request and table the time adjustment recommendation to the next meeting. Mike Hughes motioned to remove the parking meters in the 300 block of Jefferson Street and convert to 90 minute, Kevin Kelly seconded the motion. The motion failed with the following vote: Aye: None Nay: Chairman Ahlers, Barbara Germann, Michael Hughes, Kevin Kelly, Mikeal Louraine, Ernest Raub, Bill Washburn, and Ron Fitzwater. Abstained: Rick Prather 5. No Other Business 6. Adjournment A motion was made by Barbara Germann and seconded by Ron Fitzwater to adjourn the meeting at this time (9:14 a.m.) motion carried.
