The meeting was called to order by Committee Member, Ernest Raub, at 8:05 a.m., a
quorum was present. (Chairman & Vice -Chairman both absent).
1. Introductions _
Mr. Raub first asked Britt Smith to introduce the new Director of Public
Works, Roger Schwartze. After a short introduction, Mr. Schwartze briefly
gave an overview of his prior employment and background.
2. Acceptance of the January 11, 2012 meeting minutes
Bill Washburn entered a motion to accept the minutes with the noted revision,
seconded by Rick Prather. Minutes approved as amended. All in favor, motion
carried.
3. New Business
a) Request to add stop sign at the (T -turn) of Lewis and Clark Drive.
(Requester: Dana Hansen, Asst. Principal, Lewis and Clark Middle
School)

Britt Smith gave a short staff report indicating Lewis and Clark Drive is a
city maintained street in which it serves the Lewis and Clark Middle
School. The school system designated the area in front of the school for
bus loading/unloading of children. As a result, school administration
requests a stop sign to be placed at the T -turn of the street to control traffic
flow. Staff has studied the area and recommendation for a stop sign is not
favorable; however, if control is desired at the intersection, staff would
recommend the use of a yield sign. Brief discussion between the
commission members and staff took place. Bill Washburn then made a
motion to place a yield sign in place of a stop sign, Rick Prather seconded
the motion. Motion carried by the following vote:
Aye: Ernest Raub, Rick Prather, Bill Washburn, Ron Fitzwater,
Mikeal Louraine.
Nay: Kevin Kelly
b) Request for speed bumps on Commercial Way between Madison and
Jefferson Streets. (Requestor: Jennifer Tergin)
Britt Smith gave a staff report and added Commercial Way is an alley
serving the rear access to many businesses as well as several off-street
parking areas. Staff would not recommend approval, as speed bumps have
not been utilized on any public street or city owned parking lot in
Jefferson City. Placing speed bumps on city streets bring liabilities to the
city as well as maintenance concerns especially during inclement weather
conditions. Stg. Doug Ruediger stated no incidents have been reported
through the police department. After a brief discussion, Kevin Kelly
motioned to approve request for speed bumps on Commercial Way
between Madison and Jefferson Streets, Mikeal Louriaine seconded.
All opposed, motion failed.
c) Request to remove parking on St. Mary's at the intersection with Williams
Street. (Requestor: Citizen complaint through Councilwoman Carroll).
Britt Smith gave a staff report and indicated this intersection has been
visited many times in the past. The current request is asking for
consideration to remove the parking at the intersection of St. Mary's and
Williams Street. A commercial vehicle has utilized parking at the
intersection and has caused congestion and disturbance of traffic flow.
This intersection is located in an area of mixed residential/apartment
housing and commercial businesses. Staff recommends removal of

parking inside the intersection, staff also recommends commission
consider clarifying the code for commercial vehicles in a residential zone.
After a lengthy discussion between the commission and staff, it was
recommended to act on the intersection parking issue now and table the
code issue as clarification of city ordinance as it relates to parking of
commercial vehicles in residential areas. Rick Prather moved to accept the
staff recommendation strictly to remove parking on St. Mary's Blvd. at
the intersection with Williams Street, seconded by Mikeal Louraine.
All in favor, motion carried.
Mikeal Louraine then motioned to table the code issue for commercial
vehicles in a residential zone, Bill Washburn seconded.
All in favor, motion carried.

5) Other Business
Ernest Raub congratulated Rick Prather on the election to the City
Council. Rick added his last meeting with Transportation and Traffic will
be next month (April 2012).
6) Adjournment
A motion was made by Mikeal Louraine to adjourn, seconded by Kevin
Kelly. Meeting adjourned at 8:45 a.m.
