Minutes
Call to Order: At 5:15 PM the meeting was called to order by the Secretary, John O'Connell. Due to the recent
death of the then current Chairman, George Bruss and the recent retirement of the Vice Chairman Ed Irwin the only
remaining elected officer is the Secretary, John O'Connell.
Roll Call: Rich Koon, Council Liaison, Steve Schlueter, Staff Liaison, John O'Connell, Secretary, Melody Green,
and Mark Aulbur.
Approval of 10-13-2010 Meeting Minutes: The meeting minutes from the 10-13-10 meeting were read by the
committee. Rich Koon made a motion to accept and approve the minutes as read and that motion was 2nd by Mark
Aulbur.
Election of Officers: The Chairman's position was discussed and Melody Green expressed interest in serving in that
position, she has been involved with the committee since its inception and has coordinated most if not all of the crew
visits following the ship's commissioning in 1992. Mark Aulbur made a motion to nominate Melody Green as
Chairman and that motion was 2nd by John O'Connell. The motion was passed with all members present voting
yes. So it is that Melody Green is now the newly elected Chairman.
The Secretary's position was discussed and John O'Connell agreed to continue in that position for the remainder of
his term.
Since the committee is one person short and two members were not present it was decided to postpone election of
the Vice- Chairman and Crew Visit Coordinator until the next meeting . Steve Schlueter, said that he had spoke
with Hal Dulle and that Hal would be submitting the paper work to apply for a position on the committee. If he is
approved that would bring the committee back up to full membership.
Report on BBQ fund raiser: Steve Schlueter, stated that Hal Dulle had not given him the final numbers but it
looked like a profit of about $1000.00 dollars. Half of that ($500.00) would go to the USS Jefferson City Submarine
Trust Fund.
Update Committee contact information: An updated information sheet was provided from Steve Schlueter's
Secretary. However some of the missing information was not available from Marti Thruston.
Report on the Change of Command in San Diego: Melody Green and Mike Ryno attended from Jefferson City.
Melody said that the weather was great and she took a lot of good pictures and there was an impressive fly over by
the Blue Angels. She met with the new Captain, Commander Brien W. Dickson and looks forward to a great
relationship with the Jefferson City community.
Discuss recent expenditures: Melody indicated a disapproval of the expenses for Mike Ryno's trip to San Diego for
the Change of Command being paid for out of the Submarine Trust Fund. According to Steve Schlueter, the
approximate total for Mike Ryno's trip was $1500.00. It is a little unclear as to how this expense allowance came
about and since the prior Chairman is deceased and the City Administrator, Steve Rasmussen, who received the
invitation to the Change of Command, was recently fired. It may not be practical to attempt to place blame on any
one person for this oversight. Clearly the By-Laws of the Committee state that, "Expenditures from the USS
Jefferson City Submarine Trust Fund shall only be made for the benefit of the USS Jefferson City Submarine or
personnel serving aboard the submarine".
USS Jefferson City VIP trip: Melody said that she had been in contact with Lt. Commander Garcia at SUBPAC
and was working on setting up a possible VIP Tour and Cruise on the USS Jefferson City Submarine for members
of the USS Jefferson City Committee. If this becomes a reality it would most likely occur during the late spring or
summer of 2012.
Next Crew Visit: The USS Jefferson City will be out on a six month deployment during the fall of 2011 so the next
visit will not be until 2012.
Old Business: None.
New Business: Rich Koon said that he would contact the City Attorney, Nathan Nicholas, and address the issue
concerning the expenditures from the Trust Fund that paid for Mike Ryno's trip to San Diego to see if it might be
possible for the city to repay the Trust Fund from the City's general revenue fund for those expenses. If Steve
Rasmussen, who received the invitation and later gave it to Mike Ryno, would have attended the change of
command he would have been on a city expense account. So it is not unreasonable to ask the city to reimburse the
Trust Fund for the cost of Mike Ryno's trip. In light of the fact that money from the Trust Fund is not to be used for
such a purpose.
Adjournment: Melody Green made a motion to adjourn and that motion was 2nd by John O'Connell, the motion
carried and the meeting was adjourned at 6:00PM.
