A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RICHLAND
HILLS, TEXAS, SUPPORTING THE PASSAGE OF LEGISLATION DURING
THE 88TH REGULAR SESSION OF THE TEXAS LEGISLATURE (2023),
RELATED TO FUNDING TRANSPORTION INITIAVES IN THE DALLAS-
FORT WORTH METROPLEX, ENHANCING SAFETY OF THE STATEWIDE
TRANSPORTATION SYSTEM, IMPROVING AIR QUALITY, AND
EXPANDING BROADBAND AS A MODE OF TRANSPORTATION
WHEREAS, the City of Richland Hills, Texas ("City"), is a home rule city acting under
its charter adopted by the electorate pursuant to Article XI, Section 5 of the Texas Constitution
and Chapter 9 of the Local Government Code; and
WHEREAS, the City of Richland Hills is a member agency of the North Texas Regional
Transportation Council; and
WHEREAS, the Regional Transportation Council is the independent transportation
policy body of the Metropolitan Planning Organization overseeing the metropolitan
transportation planning process; and
WHEREAS, as a member of the Regional Transportation Council, the City of Richland
Hills has a vested interest in transportation legislation that will impact the North Texas region
and is in support of legislation that will:
1. Allocate funding to the Dallas-Fort Worth metroplex to allow for the planning and
development of new and/or expanded transportation corridors including high-speed
rail, commuter rail, freight rail, roadways and trails; and
2. Keep transportation revenue generated in the Dallas-Fort Worth metroplex in the
region to be used for local initiative projects and return any previously allocated funds
or collected revenue to the appropriate local jurisdiction; and
3. Enhance safety of the statewide transportation system for all users including
controlling texting while driving, eliminating driving under the influence, lowering
excessive speed limits, reducing aggressive driving, reducing the number of fraudulent
temporary tags, reducing distracted driving and improving bicycle and pedestrian
safety; and
4. Improve air quality; and
5. Expand broadband as a mode of transportation.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
RICHLAND HILLS, TEXAS, THAT:
SECTION 1.
The City Council adopts the findings and recitals set forth in the preamble of this
Resolution.
SECTION 2.
The City Council supports the passage of legislation that will 1) allocate funding for the
planning and development of transportation corridors in the Dallas-Fort Worth Metroplex, 2)
keep transportation revenue generated in the Dallas-Fort Worth metroplex in the region, 3)
enhance safety of the statewide transportation system, 4) improve air quality and 5) expand
broadband as a mode of transportation.
SECTION 3.
The City Secretary is authorized and directed to furnish a certified copy of this
Resolution to the elected representatives of the city to give notice of the city's support of such
transportation legislation.
SECTION 3.
This Resolution shall be effective upon its adoption.
APPROVED AND ADOPTED at a regular meeting of the Richland Hills City Council
on February 27, 2023, by a vote of LI ayes, fl nays, and = ' abstentions.
