Doug Ruediger Staff (present) Britt Smith Todd Logan Guest(s): Madeleine Leroux (News Tribune), Sheila Gassner, and Chris Rose The meeting was called to order by Chairman Ahlers at 8:15 a.m., and a quorum was present at that time. 1. Introduction Chairman Ahlers welcomed all and requested attendees to sign in. 2. Acceptance of the April 9, 2014 meeting minutes Mr. Kross asked for clarification on item four. It was clarified that the no parking was extended to Southwest Blvd. Mr. Schwartze motioned to approve the minutes as amended, seconded by Mr. Kross. All were in favor, motion carried. 3. New Business a) Request to remove parking on Cherry Street between Dunklin and Cedar Way. (Requestor: Chris Rose) Mr. Smith presented the staff report and noted to the commission members that this area is a narrow street which connects Dunklin Street to the parking area owned by the Jefferson City Housing Authority and Lincoln University. Along the street to the east there are two residential properties which are owned by individuals. Currently, parking is permitted on the east side of the street. The current parking arrangement does limit two- APPROVED May 14, 2014 way travel to a short section of the roadway. Given the limited impact to the traveling public at large, staff would only recommend the parking removal with support from the neighboring properties. Property owners in the area have been notified of the request. Chris Rose was present and spoke his behalf of parking needs to be removed. He said it is dangerous to come up the hill, as you cannot see if anyone is coming the opposite way due to parked cars. Sheila Gassner from Lincoln University said she would hate to lose the parking, but she can understand why it is perceived to be dangerous. Mark Kross said he noticed a problem spot when he went to examine the site. The last two parking spots seem to be the ones that limit the visibility. Mr. Fitzwater made a motion to remove parking on the east side of Cherry Street, north of the driveway at 611 Cherry Street to Cedar Way. Mr. Kross seconded the motion. Mr. Towner and Mr. Schwartz were not in favor. The motion carries and will be brought forth to the City Council meeting. b) Request to remove parking on the north side of Industrial between Argonne and Hart Streets. (Requestor: Jim Rau, US Rents It) Mr. Smith gave the staff report. He mentioned to commission members that Union Pacific previously rented the right of way to US Rents It, but the railroad recently cancelled the lease. Staff recommends approval of the request. Sgt. Ruediger asked if this should be considered private property or City property, Mr. Smith said it is viewed as City property. After a brief discussion, a motion was made by Mr. Schwartz to approve the request as submitted to remove parking on the north side of Industrial, between Argonne and Hart Street. The motion was seconded by Mr. Towner. All were in favor. The motion carries and will be brought forth to the City Council meeting. 4. Old Business There was no old business to discuss 5. Other Business There was no other business to discuss. 6. Adjourn A motion to adjourn the meeting was made by Mr. Kross, and seconded by Mr. Towner.
