The Regular Meeting of the Personnel Board of the City of Lynwood was held on
Thursday, March 17, 2022 at 5:03 p.m. through teleconference via Zoom 1(669)900-9128

prescribed by the Brown Act.
CALL TO ORDER
Chairperson Hardie called the meeting to order at 5:03 p.m. Patrick Matson, Human
Resources Director took roll call.

Public Safety Officer
DEFINITION
Under supervision of the Public Safety Manager, as assigned, performs a variety
of duties, as defined below in the divisions of Code Enforcement, Parking
Enforcement and Animal Control. Incumbents are assigned to all functions and
may be required to work evening and weekends.
WHEN ASSIGNED TO CODE ENFORCEMENT:
Definition
Under supervision, performs a broad variety of field and support service
duties in the community; serves as field services liaison in assisting
residents and businesses in developing and establishing public safety and
anti-crime programs; assists in code enforcement efforts; provides
information on home and business security; identifies appropriate
resource services; ensures timely resolution of complaints from the
public; and attends community meetings as directed;
Examples of Duties
Promotes and encourages the involvement of residents and businesses in
establishing public safety programs in the community designed to provide
a safer environment; patrols assigned areas to observe and protect City
and public property against vandalism, reporting criminal activity and other
offenses; recognizes potential problems and makes recommendations for
their correction; prepares reports, maintain complaint ledgers, files and
other records of investigation; conducts community surveys; works
cooperatively with City departments to expedite and resolve problems;
assists in code enforcement activities by observing and reporting
suspected or obvious violations of zoning and other planning ordinances
and taking appropriate action, ranging from issuing notices of violation and
citations for non-compliance and counseling individuals regarding
abatement, nuisance, vandalism or other infractions; verify local
businesses for proper licensing; attends neighborhood block watch
meetings to develop and increase their efficiency by engaging in dialogue
that produces ideas and/or recommendations that result in security from
threat or danger; serves as field services liaison to the community,
establishing and maintaining an open communication between the City,
community, resource organizations and law enforcement activities in the
City; participates in required staff meetings, community meetings and in-
service training.

WHEN ASSINGED TO PARKING CONTROL ENFORCEMENT
Definition
Under supervision, patrols areas of the City, enforces parking regulations
and issues citations; arranges for the removal of abandoned vehicles from
City streets; maintains a variety of records; and performs other job-related
work as required.
Examples of Duties
Patrols the City in a motor vehicle or on foot, enforces parking regulations
and issues citations as appropriate including (but not limited to) parking on
lawns, in restricted time zones, in handicapped stalls without appropriate
permit, blocking driveways, double parking, during street sweeping hours;
answers questions and provides information concerning parking
regulations; responds to citizen complaints concerning public nuisance or
abandoned vehicles; identifies registered or legal owners for necessary
follow-up actions; notes and reports problems with parking meters;
maintains activity and citation logs; identifies and assists in the removal of
abandoned vehicles on City streets; operates a computer terminal to
prepare and maintain records, files and reports; appears in court and
presents evidence for disputed citations; responds to requests for
assistance with traffic control problems; keeps vehicles supplied for work
shift;
WHEN ASSIGNED TO ANIMAL CONTROL
Definition
Under supervision, enforces city/state ordinances governing citizen
ownership of animals within the City of Lynwood; enforces regulations
regarding stray, nuisance and dangerous animals; investigates reports of
animal cruelty, abandonment and patrols assigned areas; collects and
transports animals to contracted shelters; and performs related work as
required.
Example of Duties
Patrols assigned areas; captures stray animals for impounding; transports,
injured, sick and deceased animals; assists other agencies with issues
involving domestic and wild animals; Investigates complaints regarding

animal nuisances; stray, uncontrolled, dangerous, wild or diseased
animals; investigates animal bites, arranging for proper identification and
quarantine; approves and monitors home quarantine of biting animals in
accordance with regulations; Investigates complaints regarding animal
cruelty and neglect; enforces City/State ordinances governing the keeping
of animals; Prepares and submits investigative reports and daily activity
reports; collects evidence on animal-related cases and appears in court
when required; issues citations for violations of laws and regulations;
testifies in court regarding citations and disposition of complaints;
Conducts inspections of animal facilities, including pet stores, circuses
and petting zoos.
Knowledge and Qualifications
The ability to read, interpret and enforce municipal code regulations.
Requirements
One year of responsible work experience in a position enforcing municipal
code regulations. This experience should demonstrate the ability to deal
with a variety of persons often in stressful situations. Previous experience
in parking enforcement, code enforcement or animal control preferably in
a public agency setting is highly desirable.
Possession of a valid California Class C Driver's License issued by the
State Department of Motor Vehicles and good driving record.
Po'session of P.O.S.T. certificate for PC 832.
Selected Public Safety Officer candidates must successfully complete and
secure a P.O.S.T. certificate PC 832 within six (6) months from date of
hire. Failure to obtain a P.O.S.T. certificate PC 832 within six (6) month
period will result in release from employment for unsuccessfully
completing probationary period. The City of Lynwood will cover costs
associated with the enrollment of such a course through reimbursement of
employee or direct payment to course provider, whichever is appropriate.
Education
High school diploma or G.E.D. equivalent.
Special Requirements
Bilingual in English and Spanish is desirable.

Additional certifications may be required to be obtained after employment
at the City of Lynwood expense.
Physical Tasks and Environmental Conditions
This position requires intermittent to frequent walking and operating an
assigned vehicle on city streets, including, sitting in and getting out of
assigned vehicle for several hours during a shift. Walking is performed on
moderate, uneven terrain, hard surfaces, and up and down curbs. At
times, the position will require standing in a stationary location for long
periods of time to direct traffic. An incumbent must be able to see and
hear in normal range with or without corrective devices, must be able to
communicate effectively verbally and in writing and safely stoop, twist,
reach, bend and lift up to 50 pounds in weight and occasionally up to 100
pounds with assistance. The operation of a hand held computerized
device requires finger, wrist, and hand strength and dexterity.
Work is performed in a variety of environmental conditions with exposure
to outdoor temperature variations noise and vehicle exhaust. Tasks may
be performed in inclement weather and at times will include working late
evening hours. The employee frequently works in extreme outside
weather conditions and on slippery and uneven surfaces. The employee
is frequently exposed to wet or humid conditions, fumes or airborne
articles. The noise level in the work environment is frequently loud within
confined areas.
