Savannah Beach, Georgia
August 28, 1974
A Special Meeting of City Council was held this morning
at 10:00 a.m..for the purpose of adopting a Resolution
ratifying a contract entered into between the City of Savannah
Beach, Tybee Island, Georgia and Chatham County, a political
sub - division of the State of Georgia, on the 21st day of
December, 1973, concerning the funding of the Savannah Beach
Erosion Control Project.
The meeting was presided over by the Mayor, Michael J.
Counihan and a quorum consisting of the following Councilmen
was present: Mr. Richard DeLoach, Mr. John Wylly, Mr. Ernest
Hosti, Mr. James Bond, Mr. Joseph Agnew and Mr. Edward Fahey.
City Attorney Lance Smith was also present.
Mayor Counihan stated to Council that the primary reason
for calling this meeting was to ratify a contract that the
City entered into with the Commissioners of Chatham County
concerning the funding of our Erosion Control Project.
However, he said, he felt it would be a good idea for all
the Councilmen to be familiar with the various agreements the
City had entered into prior to their taking office. He then
instructed the Clerk to describe the various agreements,
copies of which had been made for each Councilman.
The Clerk stated that on May 14, 1974, Colonel Edward C.
Keiser, District Engineer of the U. S. Corps of Engineers,
had remitted to the City copies of all agreements pertinent
to the project which had now been fully executed, as follows:
1. Agreements made with the United States of
America
2. Resolution of the City
to the terms of the agreement
3. City of Savannah Beach
with the Department of Defense,
of the Civil Rights Act of 1964
4. Chatham County's assurance of compliance with
the Department of Defense, directive under Title 6 of
the Civil Rights Act of 1964
5. The State of Georgia assurance of compliance
with the Department of Defense, directive under Title 6
of the Civil Rights Act of 1964
6. Copy of City of Savannah Beach Sand Dune
Protective Ordinance as ammended
of Savannah Beach agreeing
assurance of compliance
directive under Title 6
Copies were also made of the agreement with Chatham
County and one of these was also given to each Councilman.
Following this, Mayor Counihan also requested the Clerk
to read the resolution ratifying the agreement between the

City of Savannah Beach and Chatham County.
RESOLUTION
Following the reading of this resolution Councilman
Edward Fahey moved its adoption. This motion was seconded
by Councilman John Wylly and unanimously carried.
There being no further business the meeting was adjourned .
to the next Regular or Special Called Meeting.

R E S O L U T I O N
WHEREAS, the City of Savannah Beach, 'Tybee Island, Georgia
has undertaken the Savannah Beach Erosion Control Project; and,
WHEREAS, the said project is necessary to control the
erosion of the beach and further to encourage the rebuilding of existing
eroded beaches; and,
WHEREAS, this project has been initiated and implemented
with the cooperation of the United States Government, the State of Georgia
and the Commissioners of Chatham County; and,
WHEREAS, agreements concerning funding of said project
have been entered into with all govermental agencies above mentioned; and,
WHEREAS, on the 21st day of December, 1973, the City of
Savannah Beach entered into a contract with Chatham County, a political
subdivision of the State of Georgia; and,
WHEREAS, this contract outlines Chatham County's obligations
concerning its funding participation.
NOW THEREFORE be it resolved that the contract entered into
between the City of Savannah Beach, Tybee Island, Georgia and Chatham County,
a political subdivision of the State of Georgia, is hereby ratified and adopted
by the Mayor and Council hereto assembled.
