HomeMy Public PortalAbout02-27-2017 COW Minutes OC/90144..d_ 3/i3/Do/7 Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on February 27,2017 At Village Hall Trustee Lamb called the meeting to order at 7:00 p.m. Board Present: Trustee Ruane, Trustee Wojowski, Trustee Bonuchi, Trustee Lamb, and Trustee O'Rourke. Board absent: Mayor Collins and Trustee Peck. Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Allen Persons, Public Works Director; Randy Jessen, Public Improvements Superintendent; Jon Proulx, Planning Director; Ken Goska Building Official; Traci Pleckham, Management Services Director; and John Konopek, Chief of Police. There were approximately 5 persons in the audience. Trustee Bonuchi moved to appoint Trustee Lamb as this evening's chair. Second by Trustee O'Rourke. Vote by roll call. Peck, absent; Ruane, yes; Wojowski, yes; Bonuchi, yes; Lamb, yes; O'Rourke, yes. 5 yes, 0 no, 1 absent. Motion carried. Trustee O'Rourke moved to approve the Minutes of the Special Committee of the Whole Workshop held on January 30, 2017. Second by Trustee Wojowski. Voice Vote. All in favor, 0 opposed. Motion carried. PRESIDENTIAL COMMENTS Trustee Lamb commended staff for receiving a Certificate of Achievement for Financial Reporting. TRUSTEE COMMENTS Trustee Bonuchi commended staff on the financial reporting and wished Mayor Collins a speedy recovery. Trustee O'Rourke commended staff on the financial reporting. PUBLIC COMMENTS Mr. Frank Matthews stated the he is an ADA advocate and expressed concern regarding statements made by the public during public meetings. WORKSHOP #1 2017-2018 DRAFT FISCAL YEAR BUDGET Mr. Allen Persons gave a presentation highlighting the 2017-2018 draft fiscal year budget for the Water and Sewer Department. Mr. Persons also reviewed some of the proposed capital improvement projects including water towers and ground storage tank clean, inspection, and evaluation, Village Green infrastructure and roadway projects. Mr. Persons also reviewed some changes to the draft capital project list since, 127th Street reconstruction, PACE Park n Ride lot, and DesPlaines Street parking lot expansion. Mr. Persons also reviewed the pavement condition map and pavement condition index. There was some general discussion regarding replacing any lead service lines and village costs and possible homeowners costs during the Village Green Infrastructure and Roadway Project; how funds are allocated for capital projects; and the IMS data and future funding for roads. Trustee Lamb thanked staff presentation and read the reminders. Trustee Lamb moved to adjourn. Second by Trustee Peck. Voice Vote. All in favor, 0 opposed. Motion carried.
