PLAINFIELD BOARD OF POLICE COMMISSIONERS
MINUTES
November 17th, 2016
Commissioner Michael Nott called the November 17, 2016, meeting of the Board of Police
Commissioners to order at 6:00 p.m. In attendance were Commissioner Nott, Commissioner
Chapman, Commissioner Gardner, Chief John Konopek, Cindie Blazina, Yvonne Zambrano,
along with a large group of students from Plainfield North High School.
Public Forum-Citizen’s Comments- None.
The minutes of October 20, 2016 meeting were read and Commissioner Nott moved the
minutes to be approved, Commissioner Gardner seconded the motion. All in favor.
Correspondence- The final invoice for the 2016 Sergeants testing from I/O Solutions was
presented to the Commissioners. Commissioner Nott briefly explained the testing process to the
students in order to give them a better idea as to what the invoice was for. Commissioner Nott
approved the invoice and Commissioner Gardner seconded the motion. All in Favor.
Commissioner Nott shared that the invoice was very reasonable compared to when they
originally began using I/O Solutions, in which the invoice was double the amount. A previously
paid invoice was also presented to the Commission for the new Commission letterhead.
Old Business- Commissioner Nott explained that in the event that the Police
Department is to hire a new Sergeant during the next three years, they can choose from any of the
top 3 candidates regardless of score. He also explained to the students that the final score of each
testing officer was a combination of scores, which stemmed from the written and oral assessment
center. In addition, to the addition of any Veteran Points. The ranking of the list is from highest to
lowest score.

New Business- Commissioner Nott made a motion to approve the Final Register for the
Sergeant Promotional Testing. Commissioner Gardner seconded the motion. All in favor. The list
is effective as of November 20th, 2016. The Commission budget of $20,000 for the 2017 year was
discussed. Commissioner Nott stated that we will maintain how we spend the current budget and
noted that for 2016 to date, we have accrued around $17,000. The Commission usually stays well
under budget, and will get close to the total number, when there is a new testing cycle, such as
with this year’s Sergeant Promotional Testing, and next year’s Entry Level Police Officer testing.
Commissioner Nott then went on to briefly discuss the Police Officers testing to be held in
September of 2017. It will be discussed in further detail at the next Commission meeting in
February. To end the segment, Commissioner Nott noted that this would be Yvonne Zambrano’s
last meeting with the Commission.
Executive Session- No executive session was held. However, Commissioner Nott
explained to the students of Plainfield North high School that the Executive session is an audio
recorded session that is held without audience, and used to discuss classified information.
There being no further business or discussion, Commissioner Nott moved the meeting be
adjourned at 6:20 p.m.
