A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
ADOPTING A SUCCESSION PLAN IN ACCORDANCE WITH THE
AUDITOR OF THE STATE OF CALIFORNIA'S AUDIT FINDINGS AND
CONCLUSIONS
WHEREAS, in its reports dated December 2018 and September 2021, the Auditor
of the State of California identified the need for the City to maintain its institutional
knowledge through succession planning; and
WHEREAS, in response to these reports from the Auditor of the State of California,
the City of Lynwood created and adopted a succession plan while implementing training .
programs for employees to develop their technical and leadership skills and abilities; and
WHEREAS, the emergence of the COVID-19, Coronavirus pandemic stalled the
progress of the City's succession plan and related programs; and
WHEREAS, the City desires to renew its commitment to actively working its
succession plan and related training programs; and
WHEREAS, the City has simplified its previous succession plan, focusing on
technical and leadership training opportunities, mentoring and job shadowing in order to
develop high potential employees to fill critical management vacancies in the future; and
NOW, THEREFORE, THE LYNWOOD CITY COUNCIL DOES HEREBY
RESOLVE AND DETERMINE AS FOLLOWS:
Section 1. The City Council of the City of Lynwood hereby finds and declares that
the foregoing recitals are true and correct, and incorporates them herein as findings and
as a substantive part of this Resolution.
Section 2. That the City Council adopts the revised Succession Plan attached
herein.
Section 3. That this Resolution shall take effect immediately upon its adoption.
Section 4. The City Clerk shall certify as to the adoption of this Resolution.
