AN ORDINANCE AMENDING AMENDED ORDINANCE NO. 37-1987 (AN ORDINANCE SETTING
REGULAR WAGES AND POSITIONS FOR APPOINTED OFFICERS AND EMPLOYEES OF THE CITY OF
RICHMOND, INDIANA FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1988 AND ENDING
DECEMBER 31, 1988).
WHEREAS, Amended Ordinance No. 37-1987 established the various positions and salaries for
the offices and emoplyees of the Department of Finance, Police Department, Fire
Department, Planning, Permits and Inspection Department and Public Transit
Division of Public Works; and,
WHEREAS, the Common Council approved the positions and salaries for the Department of
Finance, Police Department, Fire Department, Planning, Permits and Inspection
Department and Public Transit Division of Public Works as set forth in Amended
Ordinance No. 37-1987; and,
WHEREAS, it is now necessary to reflect the job position and salary changes for the
Department of Finance, Police Department, Fire Department, Planning, Permits
and Inspection Department and Public Transit Division of Public Works as set
forth in Amended Ordinance No. 37-1987;
NOW THEREFORE BE IT ORDAINED by the Common Council of the City of Richmond, Indiana:
SECTION 1. That for the fiscal year beginning January 1, 1988 and ending December 31,
1988 the following positions be deleted from Amended Ordinance 37-1987:

Indiana shall receive the following salaries for their positions:

Subject: Staffing requirements in the Finance Department
Copy: Mayor Waltermann, Mary Merchanthouse, Clerk file
I am requesting the staffing in the Finance Department be
increased from seven to eight positions.
The position of Accounts Payable/Insurance Administrator
is virtually impossible for one person. I have had three
different people in the last 11-2 years in the position. They
have all said they cannot do either job the way it should be
done.
We would like to implement a lot of new programs for our
employees that need the Insurance Administrators time an input.
The new Cobra laws are also in effect and not being monitored
properly.
As for the Accounts Payable, I would like that position to
also do the Computer operations and filing for the Department
of Finance.
The Junior Accountant would then be able to keep the
fund accounts more up to date. That position also is respon-
sible for all loan payments which the Revolving Loan Fund
Board has approved.
We are now keeping records and collecting for forty-two
different loans. This number should continue to grow if we
have more participants aware of the programs, i.e. Home
Owner Rehab & Renters Rehab, and Home Equity Conversion.
Another area that has been neglected due to manpower
shortage is our recording of fixed assets. Hopefully
with an additional person that too can be resolved.

additional person.
