AN ORDINANCE TO APPROVE A TRANSFER FROM THE CASH RESERVE FUND OF RICHMOND POWER
AND LIGHT TO THE GENERAL FUND OF THE CITY OF RICHMOND, INDIANA AND TO APPROPRIATE
WITHIN THE GENERAL FUND.
WHEREAS, the Common Council of the City of Richmond acting in its capacity as
the Board of Directors for Richmond Power and Light passed and adopted
Resolution No. 2 on September 3, 1985 approving the transfer of
$137,500. from the cash reserve fund of Richmond Power and Light to the
General Fund of the City of Richmond, Indiana, and;
WHEREAS, it is in the interest of the City of Richmond to create an Economic
Growth and Development Department to encourage orderly development of
areas suitable for business and industrial development and to promote
the general economic attractiveness and development of the City of
Richmond, Indiana, and;
WHEREAS, the 1986 budget of the Department of Economic Development was reduced
by $ 137,500.00 in August of 1985 during the 1986 budget hearings, and;
WHEREAS, there exists a need for an additional appropriation in the General Fund
of the City of Richmond, Indiana to fund the Department of Economic
Development to its original 1986 levels.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of Richmond,
Indiana;
SECTION 1. That Resolution No. 2 of the Richmond Power and Light Board of
Directors be ratified and adopted as a part of this ordinance.
SECTION 2.That for the expenses of said municipal corporation the following
additional sums of money are hereby appropriated.

SECTION 3. That for the expenses of said municipal corporation, the following
additional sums of money are hereby appropriated and ordered set
apart out of the fund herein named and for the purposes herein
specified, subject to the laws governing the same.

EXCERPTS OF THE MEETING OF THE COMMON
COUNCIL OF THE CITY OF RICHMOND, INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session in the
Council Chambers in the Muncipal Building of said City on January 20, 1986 ,
at the hour of 7:30 P.M.
Councilperson Bodiker presided with the following members present:
Councilpersons Elstro Williams , Brookbank �Hankinson
Whitesell Parker , lemoine Morris
Absent: none ,
The following business was had, to -wit:

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of Richmond,
Indiana on the date of January 10, 1986 Said notice stated that a public
hearing would be held on the 20th day of January , 19 86 , by the
Common Council to consider additional appropriations as provided for in Ordinance No.
1-1986 , within the City of Richmond, Indiana. The proof of publication was
examined and found to be in order. Councilperson Morris moved the
proof of publication be received anf filed, seconded by Councilperson Elstro
and on unanimous voice vote the motion was carried.
The Clerk read on second reading Ordinance No. 1-1986
President Bodiker announced Ordinance No. 1-1986 was on public hearing.
After hearing all persons present, Ordinance No. 1-1986 was placed on final
passage or rejection and on a call of the roll the following was recorded:
